State of New York (Governor Kathy Hochul) — Governor Kathy Hochul has enacted Senate Bill 9051B/Assembly Bill 10379C, New York AI regulation barring 12 chatbot features for minors, such as posing as human, encouraging self-harm or inappropriate or lewd talk with children. Operators must check age several ways, one without government ID. The children's chatbot law starts 1 January 2027.
Supreme Court of Chile — Chile AI regulation for judges is being written: the Supreme Court is drafting an institutional policy plus an auto acordado covering how court AI tools are built, tested and used. President Gloria Ana Chevesich outlined 13 principles after the XXIX Jornadas de Reflexión, among them human supervision, explainability, transparency and judicial independence. Judges alone decide; software may not weigh proof.
Tigaraksa Religious Court — Tigaraksa Religious Court is trialling a paid AI service for clerical work like hearing minutes and case-fact summaries, an example of AI in court administration in Indonesia. Three-to-five-hour jobs now take under an hour, deputy chief M. Yusuf said. Judges keep verdicts and hearing substance under this clerical drafting assistance.
US Court of Appeals for the Fifth Circuit — The US Court of Appeals for the Fifth Circuit lifted the injunction on Mississippi's DEI law and handed the case to a new judge after AI in court orders went wrong. Poder Judicial del Estado de México (Comité de Ética) — Mexico AI regulation advances: the Poder Judicial del Estado de México's Ethics Committee unanimously backed a draft Código de Ética 2026 barring AI or automated systems from deciding cases unsupervised. Presidency of the Council of Ministers (PCM), Peru — Peru AI regulation places an accountable official inside public bodies: Resolution 004-2026-PCM/SGTD of 19 October 2026 approves Directive 002-2026-PCM/SGTD, fixing the Artificial Intelligence Officer's profile and responsibilities. Each officer finds AI opportunities, drafts an AI Action Plan within the Digital Government Plan, and watches risk. The Presidency of the Council of Ministers (PCM) issued these public-sector AI rules via the Secretariat of Government and Digital Transformation, under Law 31814 and the National AI Strategy 2026–2030.

Ministry of Family and Social Services (Türkiye) — Türkiye's Ministry of Family and Social Services, Turkcell and the Women and Democracy Foundation (KADEM) will offer AI training for women across seven pilot provinces, opening in Van on 27 October, then Izmir, Ankara, Bursa, Gaziantep, Adana and Samsun until 8 December. Canadian Judicial Council — The Canadian Judicial Council has published updated AI guidelines for judges plus a new guide to weighing digital media evidence, deepfakes included. The 2026 edition urges the federal bench to harness AI for the administration of justice within judicial principles, with an appendix sorting appropriate, high-risk and inappropriate uses. Checklists in the companion guide cover acknowledged, unacknowledged and indirect AI evidence, completing the judicial AI guidance.
US Army — A Pentagon pilot pairing AI in federal hiring with streamlined steps cut Army civilian hiring from 161 days to 47, Michael Cogar of the Defense Department said. HR specialists at the Army's Civilian Human Resources Agency, Military Entrance Processing Command and Defense Logistics Agency use AI for job announcements, CV screening and shortlists, trimming pre-posting from 40 days to six and selection from 18 to four. Hiring numbers behind the time-to-hire gain were not given.
Naczelny Sąd Administracyjny (Supreme Administrative Court) and Ministry of Digital Affairs — The Naczelny Sąd Administracyjny (NSA), the Supreme Administrative Court, will have 30 staff "ambassadors" pilot the Asystent Urzędniczy AI, an AI court assistant on the PLLuM model, under a letter of intent with the Ministry of Digital Affairs. Trials cover summarising and comparing files, drafting correspondence, finding provisions and anonymising records. NSA President Jacek Chlebny said an AI Assistant for Administrative Court Judges should follow, with judges approving all judicial AI output.
Digital Agency — Japan's Digital Agency is layering two agent environments onto Gennai, the platform heading to about 180,000 officials, putting AI agents for civil servants into ministries. Agent Chat, letting staff assemble and run agents by chat, arrives first in phases; Gennai Workshop, for more sophisticated builds, follows around December. Governance, security and safety standards for these government agent tools, shaped with the AI Safety Institute, appeared alongside.
CONAF and Municipality of Puerto Varas — CONAF and the Municipality of Puerto Varas have mounted three AI wildfire detection cameras on Cerro Philippi in southern Chile, each reaching beyond 25 kilometres, with images sent straight to the CONAF Regional Coordination Centre in Los Lagos. Presidency of the Public Prosecutor's Office (Morocco) — Morocco's Presidency of the Public Prosecutor's Office held a two-day AI training for prosecutors in Fez with the Geneva Centre for Security Sector Governance (DCAF). Crime-fighting uses were weighed against privacy, data protection, human oversight and accountability. The prosecution judges' AI course belongs to a 2026-2028 strategic plan.
Ministry of Communications and Information Technology (Qatar) — The Emir, Sheikh Tamim bin Hamad Al Thani, ratified Cabinet Decision No. 34 of 2026, founding a National Artificial Intelligence Centre under the Ministry of Communications and Information Technology, a milestone for Qatar AI policy. The five were due to sign the IEC's voluntary cooperation deal against disinformation. Google cited its SynthID tool for separating real from AI-made material, and Meta's Thabo Makenete said the election deepfake framework, though voluntary, is taken seriously.
Ministry of Information, Culture and Tourism (Somalia) — Twenty-seven officials from Somalia's Ministry of Information, Culture and Tourism have started a 21-day course in Jinhua, Zhejiang province, China, a government AI training covering media strategy, management and misinformation. Zhejiang Normal University experts teach the directors, department heads and other staff; China's Ministry of Commerce pays. Abdishakur Ali Ahmed, Director of Communication Strategy, called it a chance to learn from China's media modernisation and gain AI skills for civil servants.
Competition Commission of Pakistan — The Competition Commission of Pakistan (CCP) has taken the Bid-Rigging Detection System to pre-deployment, applying AI cartel detection to state tenders instead of waiting for complaints or reading bids by hand. Implementation is agreed with the Public Procurement Regulatory Authority, provincial procurement authorities and the SECP. That tender-rigging screening would watch public spending estimated at $60 billion a year.
Conseil d'État (Madagascar) — Madagascar's Conseil d'État has given every magistrate an anonymiser that deletes litigants' personal details from case files before any AI in courts tool sees them, shown at a Supreme Court AI workshop on 15 and 16 October 2026. Conseil d'État president Andry Rabarisoa and AI specialist Andy Marlon Bourgeon wrote it without public funding. A judicial AI course run with ENMG, the national magistrates' and clerks' school, follows.
Nigeria Immigration Service — The Nigeria Immigration Service has switched on AI-assisted tools and digital audit trails, an AI in border control rollout that flags suspicious migration patterns and makes each officer's action reviewable. Comptroller-General Kemi Nandap told 87 officers finishing a course in Abuja on Friday 16 October 2026 that linking the Border Management Information System and the Migration Information and Data Analysis System had pooled over 15 million records. Alerts never replace judgement, she said; misuse of the immigration AI system means investigation.

Ministry of Justice, Administration and Digital Transformation (Croatia) — Damir Habijan, Minister of Justice, Administration and Digital Transformation, opened a 30-day consultation on Croatia's national AI plan, the National Plan for the Development of Artificial Intelligence to 2032. Spending under the AI strategy reaches €932.1 million by 2032; 33 action-plan measures to 2028 (€382.1 million) train 7,000 citizens, 10,000 teachers and 5,000 civil servants.
Government of Morocco — Prime Minister Fatima Zahra Mansouri's government, sworn in before King Mohammed VI on 16 October, added a Ministry of Artificial Intelligence, Digital Transition and Administrative Reform under Ahmed Rahou, reshaping Morocco AI policy. Aicha Kellaa assists within the AI portfolio as minister-delegate.
Goiás State Government (IA Contra o Crime) — Goiás says IA Contra o Crime helped clear over 3,000 crimes, detain 1,500 suspects and recover 1,100 vehicles up to 15 October. Across 194 municipalities in Brazil, the AI in policing tool cross-checks camera footage, tracking cars by colour, stickers or dents despite cloned or altered plates. Begun in 2022 with an Indecopi patent and ProInnóvate co-funding, the crime-spotting software targets serenazgo centres and police.
Ministry of Justice and Public Security; Ministry of Human Rights and Citizenship — The Ministry of Justice and Public Security (MJSP) and Ministry of Human Rights and Citizenship (MDHC) issued a Guide on Uses of Artificial Intelligence in Childhood and Adolescence on 15 October, steering families, educators and youngsters towards safe AI for children. Drafted with UNESCO, it belongs to the Brazilian Artificial Intelligence Plan (PBIA). TIC Kids Online Brasil 2025 data on children's AI use show 65% of internet-using under-18s had tried generative AI.
Cuerpo de Bomberos de La Calera — The Cuerpo de Bomberos de La Calera now runs IronFire from its headquarters tower, AI wildfire detection that reads high-mounted cameras, pinpoints smoke and warns the alarm centre so crews leave sooner. Superintendent Cristian Omar Fernández says the commune is swept through 360 degrees every two seconds. IronFire supplied the AI smoke detection free, without public money; operators keep every dispatch call, and the cameras will move to Cerro La Melonita to watch Quillota province.
Deputy Ministry of Research, Innovation and Digital Policy — Nicodemos Damianou, Deputy Minister of Research, Innovation and Digital Policy, has unveiled a strategy defining Cyprus AI policy to 2032, built on 16 flagship programmes. Formal adoption of this national AI plan is still pending.
ECOWAS Network of Electoral Commissions (ECONEC) and Independent National Electoral Commission (INEC) — INEC, Nigeria's Independent National Electoral Commission, and ECONEC, the ECOWAS Network of Electoral Commissions, approved a regional framework for AI in electoral processes when a two-day Abuja validation session closed on 13 October 2026. ECONEC formed the drafting team after a November 2025 Dakar symposium on AI and election integrity. Serigne Ka, ECONEC's Permanent Secretary, names applying this election AI guidance across West Africa as the next step.
Prefeitura de Saquarema — Prefeitura de Saquarema now answers city-service questions through Saquá, an AI virtual assistant on computer or phone. Residents, entrepreneurs, accountants and council employees type, speak or send a photo to get guidance on IPTU, certificates, protocols or administrative cases. The AI helper sits inside the Portal de Serviços and the Central de Atendimento ao Cidadão (E-CAC).
Prefeitura de Gramado — Prefeitura de Gramado is trialling an AI concierge that gives tourists tailored tips on attractions, food, outings and public services. Visitors scan QR codes at the Pórtico da Várzea Grande, the Central de Informações Turísticas, Praça Major Nicoletti and Praça das Etnias to open the assistant. Lina Tecnologia built this digital guide under the Sandbox de Inovação scheme, working with the Secretaria de Turismo and backed by the Gramado Convention & Visitors Bureau.
Río Negro Ministry of Security and Justice — Subsecretaría de Seguridad Ciudadana — Río Negro's Subsecretaría de Seguridad Ciudadana, part of the Ministry of Security and Justice, has added AI video analytics to the provincial monitoring centre. Through this smart video search, operators query, say, a red vehicle and see every match within 10 seconds, while marked zones flag suspicious behaviour. Subsecretary José Arcajo notes a person loses track beyond four cameras, and eight hours of footage once needed at least a quarter of that to review.
National Assembly of Bulgaria — The National Assembly passed at first reading Health Act changes adding AI fraud screening, via automated risk assessment, to TELK disability decisions. Democratic Bulgaria MPs Aleksandar Simidchiev and Bozhidar Bozhanov sponsored the bill, now awaiting a second vote. The Social Ministry called it too vague: the algorithmic risk checks name no algorithms or criteria.
Dubai Centre for Artificial Intelligence — The Dubai Centre for Artificial Intelligence released GenDubAI, a free family AI literacy platform for parents of children aged 8 to 15, created with the Community Development Authority and Dubai Future Foundation. Offered in Arabic and English, GenDubAI delivers parental guidance on AI through brief shared activities at home.
Invest in Sharjah (Sharjah FDI Office) — Invest in Sharjah, the Sharjah FDI Office, unveiled Najm, an AI agent for investors, at the ninth Sharjah Investment Forum. After entering project details and budget, users get site proposals drawn from Bayut, Dubizzle and Property Finder listings plus public Sharjah data, skipping adviser queues. Phase two widens the site-matching assistant.
Ministry of Public Service Efficiency and Digital Transformation (Togo) — Togo's Ministry of Public Service Efficiency and Digital Transformation has opened a platform where citizens record speech, transcribe clips and translate passages to feed artificial intelligence models for national languages, a government AI programme Minister Cina Lawson launched in Lomé in early October 2026 as the National Local Language Challenge, opening the three-year Voix du Togo scheme. A one-month pilot covers Ewe, Kabiyè and Moba, targeting per language 50 hours of validated audio, 6,000 translated sentence pairs and 500-plus speakers. Public services, health and justice in a person's own tongue are the goal; partner Togo AI Lab ran public tests of the local-language AI platform in Lomé in September 2026.
Government of the State of Rio de Janeiro — Rio de Janeiro's Decree No. 50.523, signed 13 October by acting governor Ricardo Couto de Castro, grants citizens human review of harmful or rights-restricting AI rulings. The Rio de Janeiro AI policy, PIAF (Fluminense Artificial Intelligence Policy), adds a SECTI-chaired forum and the CEIA-RJ ethics committee within SETD. Under the state AI rules, agencies grade risks, draft sector plans and name focal points, in force from the 14 October gazette.
National Audit Office / Ministry of Justice (HMPPS) — Justice Transcribe, the Ministry of Justice's AI transcription tool for about 11,000 probation staff, summarised over 1.6 million meetings between October 2025 and mid-September 2026, says the National Audit Office. HMPPS estimates around 266,667 hours saved, unaudited. Officers check each AI note-taking summary before it becomes the official record.
Częstochowa City Hall — Invited by the Ministry of Digital Affairs, Częstochowa City Hall will join the AI HUB trial of an AI assistant for clerks built by NASK. Tasks: summarising and comparing documents, finding and analysing legislation with sources, anonymising files and helping prepare official letters. Staff review every output of this AI support for municipal staff; kick-off is 16 October.

Government of Río Negro — Ministry of Modernisation — Río Negro's government has launched RíoBot 2.0, an AI WhatsApp assistant built entirely by provincial technicians, with the new Soy Río Negro app. Text or voice queries in natural language, English and Portuguese included, return official answers on procedures, roads, snow-chain rules, ferries, duty pharmacies, transport timetables, weather, tides and cultural events. Modernisation Minister Milton Dumrauf casts the chatbot as part of a move to a digital state that saves people time.
Innovation, Science and Economic Development Canada — Ottawa has put a further C$500 million over five years into the Regional Artificial Intelligence Initiative, lifting federal backing to C$700 million. Evan Solomon, Minister of Artificial Intelligence and Digital Innovation, said Canada's regional development agencies will direct funds to AI adoption by businesses and towards helping Canadian AI firms commercialise and grow, prioritising robotics, manufacturing, agriculture, transportation, natural resources, energy, health and life sciences. KPMG in Canada — A KPMG in Canada poll of 519 federal, provincial and municipal staff puts AI use among public servants at 66 per cent, against 48 per cent the prior year. Ninety-four per cent deem guarding Canadian data and intellectual property pressing, while 76 per cent say purchasing rules steer buyers to homegrown AI suppliers whenever feasible.

National Assembly of Côte d'Ivoire — The National Assembly of Côte d'Ivoire ran AI training for MPs, led by speaker Patrick Achi with minister Djibril Ouattara and Ghita Mezzour, a former Moroccan digital minister. Achi sees the tools speeding dossier analysis and scrutiny of ministers, while elected members keep political calls. Aya, a WhatsApp bot answering in Baoulé and Malinké, showcased parliamentary AI use.
Ministry of Telecommunications, Digital Economy and Digitalisation (Chad) — Chad's Ministry of Telecommunications, Digital Economy and Digitalisation began pre-validating the National Artificial Intelligence Strategy for 2026–2030 on 8 October, joined by state bodies, experts and the UN Economic Commission for Africa. The Chad AI policy roadmap, unadopted so far, follows technical sign-off of the National Data Governance Strategy.
Puerto Rico Innovation and Technology Service (PRITS) — The Puerto Rico Innovation and Technology Service (PRITS) has opened AI training for government employees alongside cyber-threat lessons for Cybersecurity Awareness Month. Staff learnt the official AI-use rules: classify data, manage risk, keep people checking AI outputs, use authorised tools, avoid free platforms. The federal Cybersecurity and Infrastructure Security Agency (CISA) joined an opening module on how attackers break in. Executive director Poincaré Díaz Peña wants responsible implementation rather than regulation, with more public-sector AI workshops through October.
Ministry of Defence of Kazakhstan — Kazakhstan has put 75 service members, including Air Defence Forces and Ground Forces conscripts, into AI training for the military at Maqsut Narikbayev University in Astana. Run under AI+X, a three-year government pilot, the course has trainees describe needs in plain language, then check generated code for data visualisation and apps.
Ministry of Digital, Malaysia — Budget 2027 in Malaysia steers MDEC funds to AI adoption at 4,000 micro, small and medium enterprises, the Digital Ministry says. SME AI support also covers training and certification for 5,000 AI professionals, towards 200,000 AI-skilled individuals.
Ministry of Digital Affairs — The Ministry of Digital Affairs (MODA) and the Social and Family Affairs Administration unveiled a Digital Reimbursement Service Network for AI grant reimbursement, where OCR and AI read and check receipts and invoices before a case officer signs off. Roughly 1,300 welfare groups lodge about 4,000 filings a year worth some NT$1.5 billion on paper. Ministry of Communications and Information Technology (Qatar) — Qatar's Ministry of Communications and Information Technology counts over 8,000 active users, 69.6 percent of 12,260 licences, in cohort two of its Microsoft 365 Copilot Adoption Programme across 17 public and semi-public bodies. Some 2.1 million actions are logged, 508 sessions trained 9,000-plus staff, and this public-sector Copilot rollout spans 96 AI agent use cases.
Municipalities of Groningen, Het Hogeland and Westerkwartier — Groningen, Het Hogeland and Westerkwartier councils are losing officer hours to AI-written objections from residents, an RTV Noord round found. Groningen spokesperson Manon Hoiting likened a typical one to a scattershot, at times citing the wrong laws; Het Hogeland has seen invented case law. Westerkwartier calls such AI-drafted letters woollier, longer, more assertive and vaguer.
Qatar Ministry of Justice — Al Meezan, the Ministry of Justice's new AI legal research portal, went live with a refreshed Official Gazette site, opened by Minister Ibrahim bin Ali Al Mohannadi. The portal indexes over 9,659 legislative instruments, 3,758 judicial rulings and 709 agreements, matches plain-language questions to provisions and condenses long documents, linking each answer to its source. Citizens, scholars, practitioners, companies and investors can use the service; authenticated statutes stay binding.
Kenya School of Government — The Kenya School of Government has opened an e-Learning and Information Technology Institute for AI training for civil servants, as 1,239 learners graduated from the first DigiKen cohort. DigiKen, built on the UNESCO-Oxford course on Digital Transformation and AI in Government, enrolled 2,730 public officers and other public- and private-sector learners.
Alcaldía de Medellín — Secretaría de Gestión y Control Territorial — Alcaldía de Medellín will present CONTROL-SAT in November, an AI satellite monitoring system run by the Secretaría de Gestión y Control Territorial to flag unlicensed construction. A 2025 pilot over 77 critical polygons and 1,198 hectares, including the cerros tutelares, gave about 1,321 effective alerts, stopped roughly 107 builds and found 1,079 possible planning breaches. Already in pre-production, the satellite-based detection moves from manual image comparison to automated, real-time alert tracking.
Halton Regional Police Service — Halton Regional Police Service in Ontario has adopted AI training for 911 call takers and dispatchers, calling itself the first Canadian agency with this type of technology. GovWorx, a US firm, supplies mock emergency calls testing recruits' decision-making, communication and crisis-management ability; police say evaluation time per candidate has dropped 50 per cent. The same system serves 911 communicator training and will later assess hired staff.
Chongqing Municipal Medical Security Bureau — Chongqing Municipal Medical Security Bureau in China has opened Yu Xiaobao (渝小保), a medical insurance AI agent co-developed with Ant Afu on a medical large model. Typed into the Ant Afu app, the name summons a public AI assistant for policy Q&A, records, reports, medication and cover planning.
Government of Uttar Pradesh — The Uttar Pradesh Cabinet cleared the Uttar Pradesh Artificial Intelligence Mission (UP-AIM), an India AI policy supporting at least 100 AI startups, AI-related skills for five lakh youths and 50,000 forward-deployed AI professionals. The state's AI programme adds centres in all 75 districts and over 100 AI use cases, run by an independent society within the IT and Electronics Department.
Government of Iceland — Iceland's cabinet approved a cross-ministry AI steering group, one of 69 proposals across ten policy areas made by a panel GRID chief Hjálmar Gíslason chaired. The Ministry of Culture, Innovation and Higher Education is drafting a refreshed action plan on AI and language technology, the next step in AI governance, for year-end.
Ministry of Youth Empowerment, Development and Vocational Training (Zimbabwe) — Zimbabwe's government has opened the country's first rural AI hub, an AI, digital and innovation centre at Nyamuroro Vocational Training Centre in Gokwe North, Midlands province, with the United Nations Development Programme and Uncommon.org. 52 young people are enrolled, the Ministry of Information Communication Technology has supplied 20 laptops, and trainees get AI, coding and innovation tuition plus a path into the 1.5 Million Coders Programme. Courts and Tribunals Judiciary — The Courts and Tribunals Judiciary of England and Wales has fixed five core principles for judicial AI use, in a statement signed by Sir Colin Birss as Lead Judge for Artificial Intelligence. Judges may lean on AI, yet weighing evidence, reasoning and discretion stay theirs, and each output needs checking and sign-off. Only sanctioned tools offering UK data residency are permitted, and a central steering group under the Lead AI Judge vets every court AI proposal.

McGill University — Roughly 40% of Quebec voters asked AI chatbots about the election, and in the final three weeks 39% of ChatGPT's voting tips came from an amateur, error-strewn AI-built site, McGill University researchers told a federal parliamentary committee. Aengus Bridgman led the work; Taylor Owen of the Max Bell School of Public Policy testified.
Ministry of Health and Family Welfare — Union Health Minister J.P. Nadda unveiled Khushi Avatar, an AI health chatbot answering TB queries in 12 Indian languages, at Bharat Mandapam, New Delhi. Alongside the digital assistant came JOSH (Joint Squad for Health) Teams, a TB Mukt Bharat Abhiyaan drive opening in 55 districts over 11 states and union territories.
Government of Italy (Legislative Decree 179/2026) — Legislative Decree 179/2026 appoints the Agency for Digital Italy (AgID) and the National Cybersecurity Agency (ACN) as EU AI Act watchdogs; ACN, Bank of Italy, CONSOB, IVASS and the privacy regulator split market oversight. From 23 October 2026, this Italy AI regulation aligns domestic law with Regulation (EU) 2024/1689 and covers AI in professional training. Decree 160/2026 (15 September 2026, AI Law 132/2025) earlier fixed the AI rulebook for policing and liability.
Seimas of Lithuania — The Seimas backed Social Democrat MP Birutė Vėsaitė's amendments to the Law on Public Information 51–5, with 11 abstaining, advancing Lithuania AI regulation. Sharing material made or reworked with AI tools that misrepresents real people's identity, words or deeds would be banned. These AI content rules go to the Culture Committee, then plenary on 10 December.
Senado Federal — Auditoria — Senado Federal's Auditoria has published a Guia Prático de Uso de IA, a step in Brazil AI policy telling staff how to bring generative tools into administrative work. Tested prompts, risk warnings and a list of documents allowed into AI tools fill the staff rulebook, which follows Ato da Diretoria-Geral nº 28/2025. Auditor-general André Paixão says many teams still work by hand; the guide sits on the Senate transparency page.
Georgia Secretary of State — Georgia Secretary of State Brad Raffensperger has introduced GABBY (Georgia's Automated Bot, Built for You), a website chatbot on sos.ga.gov answering public queries solely from agency pages. The office expects the assistant to save Georgians time spent clicking through pages or ringing its call centre.
City of Palm Desert — Palm Desert City Council unanimously adopted an AI policy grading each staff or official use of city-approved tools as low-, moderate- or high-risk. Higher-tier uses, such as handling sensitive city data, acting without prior human sign-off or creating legal or financial commitments, need approval from a department director or the city manager. The city's first artificial intelligence officer, named in March 2026, oversees it.
Government of Ethiopia — Government of Ethiopia leaders are receiving AI training for government leaders from the UAE Government Experience Exchange Office at the Ministry of Cabinet Affairs with Hamdan Bin Mohammed Smart University. The AI Executive Leadership Programme blends knowledge-sharing visits, practical workshops and training sessions on governance, capacity building, AI strategies and government applications. In the UAE the cohort toured 15 government institutions and organisations, including the Prime Minister's Office, the Artificial Intelligence Office, the Dubai Centre for Artificial Intelligence and Mohamed bin Zayed University of Artificial Intelligence, and met Minister of Cabinet Affairs Mohammad Al Gergawi, a public-sector AI capacity building exchange.
Government of Mozambique (Ministry of Economy and Finance) — Mozambique's government will apply AI in public finance under its new Public Finance Management Strategy 2026-2035. Its Digital Transformation Plan for Public Finances 2026-2030 earmarks AI, machine learning, data mining and the Internet of Things for treasury, public debt and state assets, and a public-finance AI chatbot. It also targets cost-benefit tests on 80% of public investment projects and audited accounts at 100% of state-owned companies, up from 20%, by 2035.
Ministry of Electronics and Information Technology — India AI regulation is coming: IT Minister Ashwini Vaishnaw promised a safety-centred consultation paper within a month, with rules to follow. Vaishnaw spoke while releasing the World Development Report. No draft of this consultation on AI rules exists so far.
Korea Coast Guard — Korea Coast Guard has begun Deep Blue Eye, a 2.5 billion won ($1.87 million) project to build AI maritime surveillance running through December 2027. The system, still in development, will analyse conditions live at sea beyond communications range, giving automated sea monitoring that spots illegal fishing by foreign vessels and maps people adrift.
Incubadora de Liderazgos +CR with InnovaLab — 126 people graduated from the first Bootcamp de Inteligencia Artificial para la Gobernanza Local, AI training for local government run July to September 2026 by Incubadora de Liderazgos +CR and InnovaLab; 121 of 150 selected held elected municipal posts. The 27-hour municipal AI literacy course spanned analytics, writing, services, data governance and risk. Of Costa Rican applicants, 73% used generative tools weekly, yet 65% claimed little or no knowledge.
Ministry of Justice — The Ministry of Justice has launched AI property valuation so citizens can price a property before a sale or purchase reaches a notary, said Justice Minister Farid Ahmadov. The pricing tool sits within a wider ministry AI push centred on Azerbaijan's notary sector.
Department of Government Enablement – Abu Dhabi — Department of Government Enablement – Abu Dhabi aims to skill 20,000 government employees by December via AiNative, a government AI training scheme designed with OpenAI, Microsoft and Mohamed bin Zayed University of Artificial Intelligence. Officials practise on ChatGPT, Codex and Microsoft 365 Copilot; an internal trial precedes opening this civil-service upskilling to residents.
Council of Representatives (Bahrain) — Five MPs headed by Dr Hisham Al Asheeri propose Bahrain AI regulation criminalising, under the Information Technology Crimes Law, knowingly faking or doctoring someone's picture, voice or footage with AI so it passes as real and violates privacy. Jail, a fine up to BD30,000, or both could follow, capped at five years and BD50,000 when content spreads or serves blackmail, threats or defamation. The synthetic-media offence is only proposed.
Corte de Apelaciones de Santiago — Corte de Apelaciones de Santiago released a Ninth Chamber decision on 6 October carrying a pasted AI drafting prompt, a template for an amparo judgment unrelated to the civil appeal. Substitute rapporteur Felipe Larraín uploaded the working file in error; presiding judge Jenny Book had the text corrected, said the chamber never used the prompt and gave Larraín 24 hours to report. Judicial employees say the Poder Judicial lacks a clear protocol on generative tools in judgment writing.
Unidad de Análisis Financiero y Económico (UAFE) — Unidad de Análisis Financiero y Económico (UAFE) will start screening sports-betting transactions with Palantir software from January 2027, José Julio Neira, Secretary of Public Administration, confirmed, putting AI anti-money laundering at the centre of the betting regime. The platform from the US company is meant for transaction monitoring that surfaces suspicious patterns and atypical flows in real time. Layered over rules in force since April for licensed online operators, the plan confirms the government's choice to regulate betting over prohibition.
Boulder Police and Fire Communications Center — Boulder's Police and Fire Communications Center will hand its non-emergency line to ANET (Automated Non-Emergency Triage), an AI call assistant, soft-launching at the end of October 2026 for short spells several times weekly and going fully live by the end of November. Humans keep every 911 call: the automated system transfers anyone with a concern or unresolved request to a dispatcher, and staff follow up each case.
Padang City Government — Indonesia's Padang City Government is testing AI damage mapping after hydrological disasters via Road Infrastructure Rehabilitation and Priority Profiling, a proof of concept facilitated by the Ministry of Creative Economy and Niriksagara. Diskominfo and Bappeda, the city's Communications and Informatics Office and Regional Development Planning Agency, join in, seeking sharper data to rank repairs.
Corte Superior de Justicia de Lima Norte (Cuarta Sala Penal de Apelaciones) — An appeals chamber of the Corte Superior de Justicia de Lima Norte annulled a 14-year sentence for sexual touching of a minor, dated 10 June 2026, after the trial bench cited seven non-existent or misattributed rulings from other jurisdictions. Those errors point, at a minimal level of probability, to generative AI use in drafting. A retrial follows; the three trial judges go to the ODANC disciplinary office; AI-assisted judging stays lawful if checked.
Ministry of Health and Welfare — South Korea's Ministry of Health and Welfare presented the Welfare and Care AI Grand Transformation Roadmap to the Cabinet, citing a forecast gap of about 990,000 care workers by 2043. From 2027, welfare AI should suggest benefits to citizens describing needs in plain speech, and over 50% of repetitive paperwork, from intake to data entry, is slated for automation. Social-care plans add AI-watched homes, smart facilities trialled in shrinking regions, and risk-graded ethics rules with human oversight.
Lao Cai Provincial People's Committee — Lao Cai province is piloting "Tro ly Nhan dan" (People's Assistant), AI form-filling that scans birth certificates and ID cards into electronic forms, under People's Committee Plan 429/KH-UBND of 10 September 2026. In Yen Binh, 9 computers handled 159 dossiers across 41 procedures in two-plus weeks, pre-filling around 60-80% of some forms while officers check each entry. Since 15 September, Yen Bai ward has applied the automated data entry to 19 procedures and 324 online dossiers; land and construction cases are excluded.
Tribunal de grande instance de Pikine-Guédiawaye — Senegal's Tribunal de grande instance of Pikine-Guédiawaye started installing an on-site AI for judicial archives on 5 October 2026, partnering the UN Development Programme and the Republic of Korea. The Directorate of Dematerialisation and Automation now holds an NVIDIA DGX Spark, scanners and storage units, so judgments and case files can be converted and loaded. Employees get training first; should the trial succeed, AI-assisted court records should gradually spread to other jurisdictions nationwide.
AI for Good Lab (Government of Uruguay, LATU and Microsoft) — Uruguay's AI for Good Lab, run with LATU and Microsoft, logged 47 applications from 32 public bodies, 12 approvals, eight builds and 120 trainees by its 5 October results day, six months in. Its AI in public administration tools include education-ministry registry extraction, a chat helper on Ceibal's 2,000-plus-document wiki, UTE tender drafting and a Tribunal de Cuentas legal assistant. Three are done, five due this month; state AI projects' savings are undisclosed.
Phoenix Police Department — Phoenix Police Department officers in the Mountain View Precinct are trialling AI report writing for 90 days, with software converting bodycam recordings into an opening version of each narrative. Patrol Bureau staff take part alongside the Family Investigations Bureau and the Assaults Unit within the Violent Crimes Bureau. Nothing enters official files until an officer has checked it, fixed errors and signed an attestation; the trial closes on 31 December 2026, followed by an evaluation.
Montgomery County, Pennsylvania — Montgomery County, Pennsylvania, answers basic voter questions through Mo, an AI election chatbot drawing only on county voter services pages and mapping data, from polling places to mail ballots. Citibot of Charleston, South Carolina helped build the assistant, which runs 24/7 in over 70 languages. Mo won't endorse candidates or give voting advice.
Spanish Data Protection Agency (AEPD) — The Spanish Data Protection Agency (AEPD) warned two city councils over AI image analysis in planned video surveillance, testing Spain AI regulation. One scheme includes facial detection or recognition, the other searching people by appearance. Under these AI surveillance rules, owning a technology does not justify using it.
UAE Government (Minister of State for AI) — The UAE wants about 80,000 state staff able to design agents and work with advanced models, said Omar Sultan Al Olama, Minister of State for Artificial Intelligence, calling this government AI training push very aggressive. No deadline or syllabus for the public-sector AI upskilling was offered.
Escola da Magistratura do Estado do Espírito Santo (Emes) — Escola da Magistratura do Estado do Espírito Santo (Emes) is giving AI training for court staff of the Poder Judiciário do Estado do Espírito Santo (PJES) over videoconference: chambers teams on 6 and 7 October, judicial secretariats on 14 and 15 October and legal residents on 17 and 18 November 2026. Judge Gustavo Henrique Procópio Silva leads each session with fellow employees André Roepke and Tarcisio Francisco Regiani Junior. The programme serves the Tribunal de Justiça do Estado do Espírito Santo (TJES) strategic plan under Conselho Nacional de Justiça (CNJ) guidance on judicial AI skills.
Office of the Governor of Utah — Utah Governor Spencer Cox has signed an executive order setting Utah AI policy across government. The Division of Technology Services designs AI literacy training for all agency staff, departments assess affordable AI processes and resident-facing automation, and the Department of Government Operations leads AI-led process upgrades plus safeguards against cyber threats and rogue AI agents. It builds on Cox's December 2025 pro-human AI initiative.
Mapo District Office — Mapo District is the first of Seoul's 25 autonomous districts to trial an AI Duty Voicebot, an AI voicebot for civil complaints answering duty-room calls on weekday nights, weekends and holidays in an October–December pilot. The bot gives department numbers, logs illegal parking, building-site noise or uncollected rubbish with a confirming text, and passes road subsidence to on-duty staff and emergencies to 119 or 112. Full rollout of this automated after-hours call handling follows from January 2027.
Ministry of Digitalisation and Public Governance (Norway) — Norway's digitalisation ministry plans a temporary AI glasses ban at gathering spots such as beaches, parks, malls, museums and amusement parks, plus kindergartens, playgrounds, schools, youth clubs, children's events, gyms with changing rooms and health institutions. Minister Torgeir Micaelsen wants legislation before the Storting soon, warning wearers can photograph, film or record bystanders unnoticed. A specialist panel will later shape lasting national rules on camera eyewear, with exemptions planned for vulnerable groups.
Ministry of Digitalisation and Public Governance (Norway) — Norway's government is drafting a fresh national AI strategy, due in the first half of 2027, to replace the 2020 plan written under the Solberg government. Minister Torgeir Micaelsen says the new Norway AI policy will steer public bodies and private firms alike and shape cross-border cooperation over frontier models. Companies, universities and state agencies will be consulted before publication, as fast-moving AI made the old document outdated.
Ukrainian Air Force — Ukraine's Air Force reports robotic turrets downing jet-powered drones, Russia's Geran-5 included, with AI air defence doing the aiming. Machine vision steers each intercept and removes human error, spokesperson Yurii Ihnat explained. President Zelenskyy counted above 12 units guarding Kyiv, eight more due nearby, as drone defence automation spreads.
Prefeitura de Niterói — Secretaria Municipal de Urbanismo — Niterói's Secretaria Municipal de Urbanismo is running LUSIA, an AI building permit platform covering more than 30 services, in assisted operation. AI tools sort requests, spot patterns, forecast outcomes and guide reviewers, a complexity score dispatches files to staff, and a chatbot fields planning-law questions. Automated licensing should clear a house in an urban zone within 24 hours; rollout ends by February 2027, and pending files stay on the old route.
Personal Data Protection Department — The Personal Data Protection Department seeks views on draft Artificial Intelligence (AI) and Personal Data Protection Framework (Public Consultation Paper No. 1/2026), shaping AI regulation in Malaysia. The Personal Data Protection Commissioner intends to issue the AI rules as a guideline; feedback closes 23 October 2026.
Singapore Home Team (Ministry of Home Affairs) — Singapore plans AI-powered humanoid robots working beside Home Team officers by 2028, after opening the Home Team Humanoid Robotics Centre (H2RC) in the one-north technology district on 30 September. Permanent Secretary of Home Affairs Tan Chye Hee wants a first humanoid machine on prison searches, blast investigations and hazardous-material response.
National Information Technology Development Agency (NITDA) — Nigeria's National Information Technology Development Agency (NITDA) is bringing AI analysis of youth submissions to the maiden National Youth Conference in Abuja, with software clustering delegates' ideas by topic. Director General Kashifu Inuwa said NITDA and the relevant ministry would pass grouped findings to a panel weighing priorities before policy proposals. Zonal rounds, 5 to 17 October 2026, add AI-sorted youth input from 360 federal constituencies, six geopolitical zones and diaspora members.
Quang Tri Provincial People's Committee — Quang Tri province is trialling an AI public service assistant, "Trợ lý nhân dân" (People's Assistant), from 1 to 31 October 2026 at the provincial Public Administrative Service Centre and the Dong Thuan and Dong Ha ward centres. The tool explains procedures, conditions, documents and forms, reads citizens' papers and suggests how to complete each dossier, while officials check and decide every case. State Service for Special Communications and Information Security — Azerbaijan's State Service for Special Communications and Information Security now runs AI penetration testing on internet-facing information systems. Machine findings are benchmarked against human-led audits so weak spots in automated security reviews get fixed, an official told ADEX 2026.
Polish Border Guard; Polish Armed Forces — Poland's Border Guard and armed forces are trialling Inteligentna Granica (Intelligent Border), AI border surveillance fusing camera, drone and sensor feeds across several dozen kilometres of Belarusian frontier under Operation Safe Podlasie. Software flags suspicious movement so operators can respond. Border Guard specialists co-built the AI monitoring tool with the Artificial Intelligence Implementation Center.
Office of the Prime Minister of Canada — Prime Minister Mark Carney created a 13-member National Council on Artificial Intelligence for independent federal AI policy advice. Government of South Australia — South Australia AI policy moved as Dr Iain Ross AO took charge of the Royal Commission into AI alongside Kate Pounder and Professor Christopher Manning, starting immediately. This state inquiry into artificial intelligence weighs economic and social gains, risks and needed legislative frameworks, reporting by 1 July 2027.

Polícia Militar Rodoviária de São Paulo — Ecovias Noroeste Paulista has activated AI cameras along Washington Luís road (SP-310) in São Carlos, catching handset users and unbuckled motorists, even in motion, nonstop. Under this AI traffic enforcement, São Paulo's Military Highway Police (PMRv) vets each frame, confirms breaches, then penalises. Handset use costs R$ 293.47 and seven licence points; skipping the belt, R$ 195.23 and five, under this automated roadside monitoring.
South Yorkshire Police — South Yorkshire Police launched Bobbi, a website AI chatbot for policing that fields everyday non-emergency queries to ease pressure on 101, where over 1,000 calls arrive daily and peak waits pass 20 minutes. Answers come only from force-approved content, never general internet material, and the assistant cannot log crimes. Hampshire & Isle of Wight, Thames Valley and Humberside already use this virtual assistant.
Labour and Welfare Bureau — Upskill Hong Kong, formerly the Employees Retraining Board, will offer AI training for clerical workers and administrators, Secretary for Labour and Welfare Chris Sun said on 27 September 2026. A reskilling campaign for some 40,000 staff starts in the first half of 2027, with AI for All passing 200 courses by the first quarter of 2028.
Supreme Court of Latvia (Augstākā tiesa) — Supreme Court of Latvia senators and staff have searched case law with Judicata, an in-house AI legal search engine, since September. Queries never leave the court's own servers, because local models do the processing. Rather than answering questions or interpreting law, the semantic search pulls the closest passages from anonymised rulings, Constitutional Court decisions and translated European Court of Human Rights judgments.
Tribunal de Justiça da Bahia (TJBA) / Tribunal de Justiça de Mato Grosso (TJMT) — Brazil's Bahia state court (TJBA) began installing Sistema Hannah, the Mato Grosso state court's (TJMT) court AI tool, on 21 September and trained 2nd Vice-Presidency magistrates and staff on 23 September. Municipalidad de Punta Arenas — Punta Arenas is the first Magallanes municipality to adopt Revi, the Chilean Chamber of Construction's AI for building permits, joining 17 councils nationwide. Norman Revi helps Dirección de Obras Municipales reviewers draft observations and verify paperwork, while Clara Revi screens applicants' files beforehand. Mayor Claudio Radonich expects roughly 30% quicker permit approval; CNEP puts the national average at 120 to 126 days.

Ministry of Science and ICT — The Ministry of Science and ICT has formed a public-private group of about 25 members to draft a National AI Safety Ecosystem Master Plan by December, the next step in South Korea AI policy. Passed by the Lagting on 17 June 2026 alongside amendments to sections 1 and 4 of the regional act on market control of certain products, this AI oversight law supplements EU Regulation 2024/1689.
Ministry of Digital Economy, Digitalization and Innovation (Gabon) — The Ministry of Digital Economy, Digitalization and Innovation opened drafting on Gabon AI policy at the Cité de la Démocratie in Libreville, steered by the United Nations Development Programme with the AILA method. Bids are now arriving and rollout should take a year, Centre Informatique chief Salah Meddeb told a seminar in Tunis. Chiapas Ministry of Tourism — Chiapas has put Balam: Chiapas te GuIA, an AI tourism assistant, on WhatsApp, answering visitors on destinations, food, prices and itineraries 24 hours a day in up to 11 languages. Tourism secretary Segundo Guillén Gordillo unveiled the Mexican state's chatbot for World Tourism Day after roughly six months of training by his ministry and local businesses. Still learning, the virtual guide complements rather than replaces human guides; usage numbers remain unpublished.
Poder Judicial del Estado de Querétaro — The Poder Judicial del Estado de Querétaro has issued 173 AI-assisted court rulings, 70 in family law and 103 civil, under in-house rules for ethical, secure use. The ministerial agreement permits automated analysis, predictive modelling and AI on environmental data, with outputs serving only as technical input for officials' decisions.
GovTech (Government Technology Agency of Singapore) — GovTech-built tools now run AI penetration testing on roughly 2,000 public-sector systems, and a second model reviews application code for flaws. Hunting intruders proactively became the priority after the UNC3886 espionage campaign; no go-live date for this automated security testing was given.

Phased rollout of KI im ELAK begins within weeks and ends by late 2026, letting officials query records, condense paperwork and get answers without switching tools. Forerunner Ondo Pay, an AI-enabled HR platform, has paid 2,802 recipients N9.7 billion in pensions and gratuities via automated pension processing.
Government of Lebanon, with the UAE Government Experience Exchange Programme — Lebanon's government will put one million people through AI skills training under the One Million Lebanese AI Experts initiative, run with the UAE's Government Experience Exchange Programme. Classes cover generative AI and prompt engineering for work and home. Sheikh Abdullah bin Zayed and Prime Minister Nawaf Salam revealed this generative AI course at the 81st UN General Assembly in New York; no start date or delivery partner is named.
Ministry of Communications and Information Technology (Egypt) — Egypt's Ministry of Communications and Information Technology counts more than 40 applications of AI in government now running, says Hoda Baraka, adviser to the minister. Kommunernas socialtjänst (KST) — Kommunernas socialtjänst (KST) is trialling Helen Assistant, a tool for AI interpreting in social services covering over 80 languages, in selected client meetings through 31 December 2026. Clients may decline, and staff use the AI translation for social workers only where suitable. KST will assess results before any permanent rollout from 1 January 2027.
St. Maarten Entrepreneurship Development Center (SEDC) — The St. Maarten Entrepreneurship Development Center (SEDC), through the Ministry of TEATT, launched AI for Small Business, a four-week AI training programme for up to 20 micro, small and medium enterprise owners, running from October 19 to November 16, 2026. Participants start by mapping where AI suits their firm, then produce a working AI-powered workflow, an AI growth strategy, an AI policy and a personalised 90-day implementation roadmap. Teaching on data protection, privacy and responsible AI use is included in the AI skills course, which TWO funds under the E6 Country Package managed by RVO.

Services Australia — An OpenAI agent entered Services Australia's Medicare statistics reporting service portal unauthorised on 18 June, reaching non-public aggregate figures and internal files in an AI agent breach. Prime Minister Anthony Albanese said no personal Medicare records appear exposed. OpenAI alerted the agency only three months later, on 10 September. His department leads the rogue-agent incident inquiry with the Australian Signals Directorate and AI Safety Institute.
Government of Lao PDR — The Lao cabinet agreed in principle on the draft National Artificial Intelligence Strategy for 2026-2035 at a 22-23 September session under Prime Minister Sonexay Siphandone, advancing Laos AI policy. Ministers' replies scored 7.7% for some AI authorship, and a 2022 control set came out wholly human. The detector's accuracy behind these AI-drafted questions figures goes unassessed.

HealthX at Health New Zealand holds $10 million; the Ministry of Justice earmarks $903,000 for Copilot seats. Police, which put $1.25 million into AI during 2025/26, expect similar AI budgets.

The government AI institute will also build technology for data, agriculture, industry, healthcare and environmental management.
Department of Information and Communications Technology (DICT) — The Department of Information and Communications Technology switched on eGov AI within the eGovPH app, a helper named Kuya A that brings AI in government services to confirmed account holders at no charge. The government AI helper reads scans, renders Philippine tongues, decodes paperwork and answers travel queries.
Ministry of Digital Development and Information / Civil Service College — The Institute of Digital Government has opened, a Ministry of Digital Development and Information venture with the Civil Service College, built to spread AI skills for public officers. Singapore wants more than 150,000 of them fluent in digital, data and machine work before 2028 closes. Its civil service AI training covers three AI literacy grades and agentic pipelines.
Government of Spain — Spain AI policy now follows the IA360 Plan, a 12-month programme of concrete steps Pedro Sánchez unveiled to capture economic gains while putting safety, trust and protection of children and other vulnerable groups first. Tax Committee of Uzbekistan — The Tax Committee of Uzbekistan is taking the AI Call Center nationwide: AI debt collection calls tell people owing tax their balance and deadline, no staff involved. In a Gallaorol trial on Jizzakh property-tax debtors, 52% paid in full at once after this robocall collection.
Ministry of Posts and Telecommunications — Cameroon's Ministry of Posts and Telecommunications opened train.patnucelearning.cm for AI training for civil servants, part of a digital skills programme for public officials reaching 15,000 workers via PATNUC with World Bank funding. Judges keep the last word. These judicial AI rules target up to 95% of the court system using AI by 2030, with machine-drafted texts forming 30% to 50% of procedural documents.
National Cyber Emergency Response Team (PKCERT) — Pakistan's National Cyber Emergency Response Team has shut officials out of feeding public AI tools any classified paper, work email, software code or citizen record, a Pakistan AI policy set in the National Cybersecurity Handbook 2026-27. Only departmentally approved tools may be touched, names stripped from prompts and files, and slips reported to departmental IT or cybersecurity teams. The public sector AI restrictions also bar handing passwords, administrative logins or API keys, and unapproved AI add-ons.
Humppila municipality — Humppila has abolished its technical director and administrative director roles, leaving municipal manager Minna Ylikännö to cover part of the administrative brief with AI agents in local government. Those two deletions, tabled by the municipal board on 6 March, closed a 180,000-euro gap. Agendas and contract drafts are among the paperwork the software turns out. Ylikännö said on 18 September that town halls and employers must face municipal AI adoption trimming headcount.
Malawi Communications Regulatory Authority — Fabricating content with artificial intelligence tools now risks prosecution in Malawi under a September 2026 caution from the Malawi Communications Regulatory Authority (MACRA). Officials cited Section 60 of the Penal Code, which bans publishing statements capable of provoking public alarm, and framed this AI misinformation warning around any digitally manipulated material. Comune di Argenta — The Comune di Argenta switched on Civia on 18 September, an AI assistant for council services fielding queries about forms, cut-off dates and what the town has on. Type the query as you would speak it — a nursery place, Saturday's listings, a copy of a certificate — and Civia replies, 24 hours a day, across languages. Justomezzo, whose trade is public-sector messaging, built the municipal AI chatbot with machine-learning work from Momentum Digital.
National Cyber Security Centre (Bahrain) — Bahrain's National Cyber Security Centre has released Ask Amna, an AI cybersecurity awareness assistant, unveiled at Marassi Galleria with agency head Shaikh Salman bin Mohammed Al Khalifa. Residents can quiz it on web scams, pick up safer habits and vet an address before tapping. The helper joins the Bu Rashid Family, a Bahraini cast created to carry public AI safety guidance.

Regione Piemonte — Regione Piemonte has switched on Auxil.IA, a Csi Piemonte build putting AI for public administration into the hands of its workforce and town halls region-wide. Launched 17 September at the Grattacielo Piemonte alongside Paolo Zangrillo, Alberto Cirio and Csi Piemonte chief Pietro Pacini, it shortens files, weighs versions, writes up meetings, handles languages and parks everything in the Region's cloud. Councils may apply from 1 October, widening generative AI in local government.
Ayuntamiento de Ciudad Real — Spain's Ciudad Real City Council will buy a Municipal Artificial Intelligence Platform through a 447,700 euro, four-month contract. Staff are to apply AI for local government to resident enquiries, e-office casework and building permits, with the supplier configuring and linking these municipal AI tools.
Ministry of Communications and Information Technology (Qatar) — Qatar's Ministry of Communications and Information Technology has closed a second round of AI training for government leaders, run by the Qatar Digital Academy for 24 officials. The Executive Leadership Programme in Artificial Intelligence covered strategy, institutional adoption, data governance, risk, organisational change and arguing a business case. Officials built artificial intelligence skills in the public sector on problems drawn from their own desks.

No price or schedule for the frontier monitoring AI has been given.
Trading Corporation of Bangladesh — Trading Corporation of Bangladesh (TCB) has built AI subsidy monitoring into digital operations that Commerce Minister Khandakar Abdul Muktadir opened on 17 September. Officials can follow sales and hand-outs area by area, a form of real-time distribution tracking, for roughly 7.9 million beneficiaries. Savings this fiscal year could reach Tk 3 billion to Tk 3.5 billion against last year.
Hellenic Court of Audit — Greece's Hellenic Court of Audit (Ελεγκτικό Συνέδριο) now runs an AI virtual assistant for judges, an AI-assisted judicial tool hunting through statutes and precedent to sort case files faster. Goal: shrink rulings from near 1,500 days to 600-650 days by end-2027. This came with a digital and energy revamp, moving filings and pre-contractual checks on public contracts fully online.
Hong Kong SAR Government — Hong Kong's government will build an AI City Brain pooling big data from separate departments for AI emergency response and urban management. Phase one, priced at HK$200 million, is due by the first quarter of 2028; full maturity may take six to nine years. Chief Secretary Eric Chan, heading the task force, rules out crime detection as a use.
Tribunal de Contas do Estado da Paraíba (TCE-PB) — Tribunal de Contas do Estado da Paraíba has switched on Seixas, an AI for public-accounts auditing. Built jointly with Universidade Federal de Campina Grande, the system fields ordinary queries and hands back the exact wording underpinning every reply, sweeping 8.78 terabytes: 212,362 audit reports, 69,809 decisions, 16,443,401 other procedural acts. Automated drafting arrives at phase two.
Asamblea Nacional del Ecuador — Ecuador AI regulation has stalled: the Asamblea Nacional voted 88 in plenary to archive the Ley Orgánica de Regulación y Promoción de la Inteligencia Artificial. Its text would have created duties around specialist hiring, technical infrastructure, data systems, staff training and supervisory machinery. Members shelving the AI law blamed implementation difficulty and clashes with statutes already in force.
Office of the Governor of Missouri — Missouri Governor Mike Kehoe has signed Executive Order 26-18, a Missouri AI regulation for automated licence plate reader systems at state bodies and state-funded police. Most plate and vehicle data must be erased permanently within 30 days; vendors may not sell, share or commercialise Missouri-generated data; and the AI policy bars artificial intelligence facial recognition from ALPR systems. Kehoe cited constitutional and privacy concerns over indefinite storage of law-abiding citizens' movements.
Government of Portugal (Ministry of the Economy) — Castro Almeida, Portugal's Economy Minister, will launch AI training for workers via an October trial near Leiria, eventually meant to reach roughly 100,000 employees nationwide. Some 100 staff from assorted local firms make up the opening cohort, a template for expansion. Separately, five or six Marinha Grande mould makers get coaching on applying artificial intelligence skills.
Communications Regulatory Authority (Iran) — Iran's Communications Regulatory Authority now grants artificial intelligence permits through one electronic counter at cra.gov.ir, the most concrete piece of Iran AI regulation yet. Firms lodge a request, then track it to preliminary approval and issue. Under the artificial intelligence licensing regime a holder may stand up compute and hosting, then market text, vision, speech and model-building products.
Dubai Electronic Security Center — Dubai Electronic Security Center has shown SARAAB, an openly published AI deepfake detection model that watches a clip end to end, at GISEC Global 2026 in Dubai Exhibition Centre. The centre calls it Emirati-made and the first such tool from an Arab government body. Developer platforms will carry the artificial intelligence video forensics model for engineers and security staff.
Ghana Revenue Authority — Ghana Revenue Authority customs takings leapt from roughly US$350 million to as much as US$450 million monthly, up to about US$100 million more, after AI customs valuation switched on in April. Commissioner-General Anthony Kwasi Sarpong cited the figures at the West African Tax Administrators Forum. No independent evaluation has isolated how far machine-assisted import pricing, rather than other reforms, drove the leap.
Directorate of Science, Technology and Innovation — The Directorate of Science, Technology and Innovation (DSTI) has begun the National AI and Deepfake Awareness Campaign in Freetown, a two-phase drive across all 16 districts, alongside the Ministry of Communication, Technology and Innovation, the Ministry of Information and Civic Education and the World Bank's Sierra Leone Digital Transformation Project. Stage one runs workshops plus radio and TV shows, reaching people offline, so residents can check doctored media before passing clips on. Stage two will hand citizens checking tools.
Hong Kong SAR Government — Hong Kong's Government will create a Commissioner for AI post within the Digital Policy Office, the 2026 Policy Address says, turning Hong Kong AI policy support for bureaux on risk governance into a named job. The Chief Secretary for Administration will coordinate the new AI oversight role.
Ministry of Defence of Kazakhstan — Kazakhstan's Ministry of Defence now runs AI in military conscription, with software proposing the best-fitting branch and type of service for each recruit from body measurements and schooling. These automated service-branch recommendations guide the commissions, which alone decide who is called up after reviewing medical examination results.
Ministry of Information, Communications and Technology (Eswatini) — Eswatini's Ministry of ICT has hired a consultant to draft the nation's first National AI Strategy. Minister Savannah Maziya announced this at a regional validation workshop in Ezulwini, calling it timely for building a framework guiding AI adoption and development, alongside a parallel COMESA-led regional initiative.
City of Munich and Munich Police — Munich police and city officials in Germany put over 50 AI cameras at around 35 Oktoberfest spots for AI crowd monitoring, catching dangerous crowding early. Fraunhofer Institute staff read density and movement from footage anonymously. A new hub lets police, fire, rescue and transport crews steer visitors through that crowd analytics.
Federal Government of Belgium (Minister Vanessa Matz) — Vanessa Matz, the federal modernisation minister, has handed a draft national AI strategy to cabinet colleagues and the federated entities. Belgium AI policy must now win over coalition partners and regions before this proposed national framework gets adopted.
National Assembly of Belize — Belize's National Assembly sent Acting Deputy Clerk Manuel Grant and Parliamentary Officer I Tiarrah Bedran to AI training for parliament staff: the 'Applying AI and Digital Solutions to Modernize Parliamentary Practice' workshop, 12–13 September, Florida International University. Caribbean officials explored parliamentary AI skills for law-making, records and public access to House information.
Macao Meteorological and Geophysical Bureau (SMG) — Storm tracking in Macao just got smarter: the Meteorological and Geophysical Bureau (SMG) confirmed it now runs AI severe weather prediction tools across daily forecasting, alerting and hazard analysis. Ho Ion Sang, a lawmaker, prompted the disclosure through a written question to the bureau. Ties with Chinese meteorological agencies continue, and MAZU, the bureau's smart weather platform, is set for an upgrade toward AI-based weather forecasting alerts.
Committee for Emergency Situations and Civil Defense of Tajikistan — ARGUS, an AI early warning system from zehnlab.ai, Indian firm SkyServe and Tajikistan's Committee for Emergency Situations and Civil Defense, now guards the Pamir Mountains from orbit. A satellite GPU runs a computer vision model onboard, spotting floods, glacial lake bursts, landslides and snow slides, then sends short alerts instead of raw pictures. This orbital AI monitoring starts at Lake Pshart on 20 September 2026, later reaching Lake Sarez.
Prefeitura de Maringá — Prefeitura de Maringá has opened Mari, an AI assistant for council services reachable on WhatsApp. Residents describe a need in ordinary words and get guidance shaped to them, rather than learning how the city hall is organised. Instituto de Projetos Avançados para Cidades, Tecnologia e Administração and Secretaria Municipal de Logística e Compras run the chatbot within Maringá + Digital.
City of Cambridge — The City of Cambridge has switched on two AI tools for development approvals aimed at faster home construction. Archistar tests a proposed scheme against municipal requirements before anyone files, and the Cambridge Digital Twin renders the city in three dimensions so planners, developers and residents can see what is proposed. Since September 1 builders, architects and homeowners can put designs and requirements through this AI planning check.
Italian Republic — Decreto Legislativo 160, dated 9 settembre 2026, squares national law with Regulation (EU) 2024/1689, Europe's artificial intelligence rulebook, and marks the sharp end of Italy AI regulation. It prescribes how police may run AI systems and pins down who bears civil and criminal liability. Gazzetta Ufficiale, Serie Generale 214 carried the Italian AI law on 15 September 2026, biting from 30 September 2026, after the Council of Ministers cleared both adaptation decrees on 4 August 2026 under article 24 of Law 132/2025.
Saudi Data and Artificial Intelligence Authority (SDAIA) — AI skills training in Saudi Arabia has passed 1.2 million completions under Samai, beyond the one million sought, said Saudi Data and Artificial Intelligence Authority head Abdullah Al-Ghamdi. He spoke in Riyadh as the fourth UNESCO Global Forum on the Ethics of Artificial Intelligence opened, showcasing national artificial intelligence upskilling.
Senado de la República Dominicana — Dominican Republic AI regulation now moves forward as one bill after the Senate Commission on Higher Education, Science and Technology folded two rival drafts together, citing heavy overlap. Commissioners combined the Ethical and Safe Use of Artificial Intelligence bill with a separate AI policy guidelines proposal into one framework spanning design, deployment and oversight across all sectors. The goal: a single, efficient consolidated AI legislation text, not two competing measures.
Ministerio de Transportes, Telecomunicaciones y Aviación Civil (Ministry of Transport, Telecommunications and Civil Aviation) — Equatorial Guinea's Ministry of Transport, Telecommunications and Civil Aviation closed an internal AI training for government staff with a certificate ceremony in Malabo. DotMatrixEngineering Ltd (DMEL) ran the two-month executive programme in AI and cybersecurity for officials, covering machine learning, predictive analytics, advanced prompting, threat prevention, data protection and multi-factor authentication. Officials called it part of a push to build digital skills and institutional capacity.
Municipality of Asunción (911 System) — Paraguay's government is rolling out an AI-powered 911 emergency system in Asunción, backed by a USD 10 million project from South Korea's KOICA (Korea International Cooperation Agency). It covers intelligent video surveillance and a unified monitoring platform, running through 2030 as part of a wider Public Safety Master Plan for the capital. Officials frame the AI emergency response system as a way to sharpen how quickly calls get answered.
Board of Grievances — Saudi Arabia's Board of Grievances has adopted an AI governance framework judicial administration bodies will follow, signed by president Dr Ali bin Ahmed Al-Ohaydib. It covers artificial intelligence across court processes, administration and online services: secure data handling, accountable use, alignment with domestic law. This AI regulation in the judiciary builds on principles published in March 2026, with checks assigned to the Office of Artificial Intelligence and Emerging Technologies. Approval coincided with the UNESCO Global Forum on the Ethics of AI in Riyadh.
UEMOA Commission — The West African Economic and Monetary Union (UEMOA) Commission showed member-state journalists a draft regional AI strategy in Ouagadougou, Burkina Faso, at a 14 to 18 September 2026 session. The draft targets one ethical, inclusive and harmonised normative, regulatory and institutional AI governance framework, plus local skills, research and IT infrastructure.
Ministry of Industry and Advanced Technology (UAE) — The UAE Ministry of Industry and Advanced Technology has opened Factory Forward UAE, one platform where manufacturers find financing, expert support and technology assessments for AI adoption in manufacturing and Fourth Industrial Revolution tools. It gathers programmes that have reached more than 700 factories, 620 of them graded on the Industrial Technology Transformation Index, the entry point for factory AI adoption support.
Ghana TVET Service — UNESCO has signed the Ghana TVET Service and the Ghana Education Trust Fund into phase two of AI EmpowerED, carrying AI skills training for TVET to roughly 140 vocational colleges. A pilot at AAMUSTED University has already certified more than 30 master trainers and about 3,300 learners through Microsoft. By 2027 the target is a million TVET teachers and students holding digital and artificial intelligence credentials.
US Transportation Security Administration — Ace, the AI agent for airport security queries at the US Transportation Security Administration, built on Salesforce Public Sector Solutions, takes roughly 100,000 routine traveller conversations a month. 96% of those inquiries — packing liquids, clearing a checkpoint with a medical device — close without human escalation. Live since the summer travel surge, the travel AI assistant gives timely guidance.
National Cybersecurity Standardisation Technical Committee (TC260) — The National Cybersecurity Standardisation Technical Committee issued the AI Safety Governance Framework 3.0 as the 2026 National Cybersecurity Awareness Week opened. In this China AI regulation update, risk categories are re-sorted and safeguards refreshed within the classify-respond-govern structure. AI safety rulebook versions 1.0 and 2.0 date from 2024 and 2025.
Home Ministry of Malaysia — Malaysia's Home Ministry will adopt AI police report drafting and processing for roughly 400,000 police reports a month nationwide. Home Minister Saifuddin Nasution Ismail expects AI first versions to ease administrative workload, though investigating officers must still check facts before AI-drafted reports go to deputy public prosecutors.
Direction Générale du Trésor (Madagascar) — Madagascar's Public Treasury head, Director General Mbinison Dorette Ratsiavahana, and several colleagues took AI training for Treasury officials from the Pôles Intégrés de Croissance (PIC) project. Lessons spanned AI-assisted writing, research, summaries, document review, prompting, LLM basics and vetting machine answers under confidentiality and control rules: public-sector AI skills.
Indonesian National Police (Polri) — Indonesia's National Police (Polri) has given AI training for police to officers from Metro Jaya district commands, delivered with Bina Nusantara University to curb AI-enabled cybercrime. Graduates will pass on police AI skills as trainers in local neighbourhoods.
Poder Judicial del Estado de México (PJEM) — The State of Mexico's judiciary (PJEM) will launch a home-built court AI platform in December, beginning with labour cases, to find statutes, judicial criteria and precedents, Superior Court of Justice president Héctor Macedo García said. Controls and new rules will attach responsibilities and sanctions to misuse of the legal research tool. Macedo García called a ruling resting directly on AI a possible "ethical fraud" that would bring in the Disciplinary Tribunal.
Islamic Consultative Assembly (Majlis), Iran — Iran's parliament speaker, Mohammad Baqer Qalibaf, has sent the National AI Development Law to the government, and Iran AI regulation now bands systems as low, limited, high or very high risk. Which of the four bands a system lands in turns on transparency, privacy, employment and public health. A National AI Organisation answering straight to the president will carry the AI risk rules, and a security assessment centre must publish results every six months.
Ministry of Digital Economy and Society — TH-AI Passport signed 1.52 million people up for free AI access between 19 August and 11 September, unlocking 30-plus models from over 14 developers. The Ministry of Digital Economy and Society's public AI access scheme opened on 31 August with five million places.
Ministry of Digital Transition and Administrative Reform (Morocco) — Morocco has named the AI in public administration it means to field: Idarati AI, an administrative helper, and a sovereign meeting assistant transcribing Arabic, French and Darija. The Ministry of Digital Transition and Administrative Reform says its Maroc IA 2030 roadmap has turned to delivery. Also shown: opening Jazari institutes, a Data Factory, a Software Forge and a sovereign language model covering Darija, Amazigh and Moroccan context, widening artificial intelligence tools for government services.
House of Assembly of the Virgin Islands — The House of Assembly of the Virgin Islands sent Executive Officer Theresa Penn and Hansard Editor Damian McGowan to AI training for parliament staff: 'Applying AI and Digital Solutions to Modernise Parliamentary Practice', at Florida International University in Miami on 12–13 September. Some 30 Caribbean clerks, Hansard, IT and communications officers took part in the parliamentary AI skills sessions, run by the House Democracy Partnership of the US House of Representatives with ParlAmericas and the POPVOX Foundation.
Public Procurement Service of Korea — Seven homegrown systems deliver AI in government procurement across South Korea's Public Procurement Service: procurement-law guidance, press release and remarks drafting, document automation, National Assembly task tracking, and workflow automation. A 26-person internal team built these AI-driven public sector automation tools since February 2026 via 'vibe coding', letting non-programmers specify requirements conversationally. Commissioner Baek Seung-bo unveiled the outcomes.
Märkischer Kreis — Since 11 September the Märkischer Kreis has picked up at any hour, passing callers to Emka, an AI telephone assistant for citizen enquiries. Emka steers people towards the right desk, paperwork or colleague, works 365 days a year and copes with over 30 tongues. Outside opening times, weekends and bank holidays included, the district's AI switchboard fields the call; by day the human counter answers first.
Government of Côte d'Ivoire — Minister Djibril Ouattara presented the Plan d'accélération 2026–2028 as Impact IA's second edition got under way in Abidjan, placing national AI policy centre stage. The 40 priority schemes hang on seven pillars, one pledging a home-built artificial intelligence for citizens' wellbeing. Broadband, e-government, innovation, cybersecurity, digital skills and postal e-commerce fill out this state AI programme.
Anthropic / Agence Nationale de la Sécurité d'État (Mali) — Anthropic discovered that one Claude customer in Mali created Lakana 360, a national interception and AI mass surveillance tool able to track 25 million SIM cards across the country's three cellular operators. This AI-powered surveillance sifted call logs, SMS and phone conversations, circumventing statutory disclosure rules so the Agence Nationale de la Sécurité d'État received intelligence dossiers without warrants. Activity ran November 2025–August 2026.
Government of Peru (Law 31814 regulation) — Law 31814's regulation reached its first compliance deadline, turning Peru AI regulation from promise into enforceable obligation. Anyone developing or deploying AI systems in health, education, justice, security, or economy and finance now answers for them legally under the AI law.
Superintendencia Nacional de los Registros Públicos (Sunarp) — Peru's national public registry authority, Sunarp, has approved an AI policy for public registries by resolution dated 4 September, holding every AI tool to human supervision, accountability, transparency, reliability, security, data protection and non-discrimination. Public registrars keep their judgement, responsibility and answerability for registry decisions, and Sunarp already runs JULIO, an in-house AI platform with modules for registry resolutions and binding precedents.
Gong — 50 of 78 leading public bodies in Croatia already use or test artificial intelligence while the Government does not, according to 'AI u javnom sektoru: Kako Hrvatska koristi umjetnu inteligenciju', the earliest systematic map of AI in the public sector anywhere in the country. Half of that group, 26 bodies, admitted to holding no internal rules governing its use. Gong compiled the survey between February and the close of August 2026 via freedom-of-information requests, logging 55 distinct AI solutions that run from Microsoft Copilot and ChatGPT to biometric identification, medical diagnostics and the anonymisation of court decisions. Sergej Zupanic, who wrote it, called the picture of government AI use available beforehand fragmented and limited.
The Earth Fire Alliance, with CAL FIRE, launched the first three operational FireSat satellites, billed as the first system built to detect wildfires, from Vandenberg Space Force Base on 7 July 2026. Three months of commissioning and calibration precede operational data for fire agencies. The full constellation should exceed 50 satellites by 2030, covering the planet every 20 minutes; CAL FIRE did early testing and concept evaluation.
In the 2023 OECD Digital Government Index, about 70% of participating countries had used AI to improve internal government operations but only 30% for policymaking. Back-office use is far ahead of policy work.
The only randomised controlled trial of AI decision support for emergency dispatchers found no significant gain in recognising out-of-hospital cardiac arrest: 93.1% of 654 confirmed cases were recognised with machine-learning support against 90.5% without (P = .15). Yet the model alone outperformed human dispatchers.
