Law reforming ANSICE with artificial intelligence oversight

Parliament of Chad (National Assembly and Senate) — Chad places artificial intelligence under ANSICE's formal AI oversight through Law No. 003/AN-SENAT/2026, promulgated by Decree No. 148/PR/2026, ratifying Ordinance No. 001/PR/2026. The reform extends the national agency beyond information security and electronic certification into an expanded AI regulatory field, folding in digital platforms, social media and AI systems, while sharpening its powers over cybercrime, data protection and cybersecurity.

Chad creates a Directorate General for Artificial Intelligence

Government of Chad — Chad's Government has created an AI policy directorate, the Directorate General for Artificial Intelligence (DG IA), under the Ministry of Telecommunications, Digital Economy and Digitalization of the Administration, by presidential decree. Zara Ahmed Sidick heads the body, the country's first of its kind, tasked with drafting national strategy, flagging priority sectors, gauging AI's impact and scouting automation across public services. Chad AI governance had no comparable unit before.

Chad's AI use climbs to 8.7% of the working-age population

Microsoft AI Economy Institute — AI adoption in Chad stands at 8.7% of the working-age population for the opening quarter of 2026, a gain of 0.9 points on 7.8% across late 2025 and 7.0% earlier that year. The world average climbed 16.3% to 17.8%, the Global South 14.1% to 15.4%. Microsoft's AI Economy Institute derives generative AI use among 15- to 64-year-olds from pooled, anonymised telemetry, corrected for handset and operating-system mix, connectivity and headcount.
