Ministerio de Transportes, Telecomunicaciones y Aviación Civil (Ministry of Transport, Telecommunications and Civil Aviation) — Equatorial Guinea's Ministry of Transport, Telecommunications and Civil Aviation closed an internal AI training for government staff with a certificate ceremony in Malabo. DotMatrixEngineering Ltd (DMEL) ran the two-month executive programme in AI and cybersecurity for officials, covering machine learning, predictive analytics, advanced prompting, threat prevention, data protection and multi-factor authentication. Officials called it part of a push to build digital skills and institutional capacity.

Equatorial Guinea's transport ministry opens AI and robotics training with UNESCO

Ministry of Transport, Telecommunications and Civil Aviation — Equatorial Guinea's Ministry of Transport, Telecommunications and Civil Aviation has begun AI and robotics training in Malabo alongside UNESCO. Instructors are being taught machine-learning software, 3D modelling and 3D printing before passing the skills to school-age learners. Draft Artificial Intelligence Law under development by ministry

Ministry of Transport, Telecommunications and Artificial Intelligence Systems — Equatorial Guinea's Ministry of Transport, Telecommunications and Artificial Intelligence Systems is drafting an Artificial Intelligence Law (Anteproyecto de Ley de Inteligencia Artificial) under Minister Honorato Evita Oma, part of a broader Equatorial Guinea AI regulation push. Six pillars underpin the text: safeguarding national identity, embracing linguistic and cultural diversity, protecting local data and traditional knowledge, pursuing sustainable growth, encouraging training and innovation, and honouring global legal and ethical norms. A proposed autonomous body, ANIAD (National Artificial Intelligence and Data Authority), would provide AI governance oversight, with the effort tied to the African Union Agenda 2063 and the Malabo Convention 2014.

Secretary of State for Artificial Intelligence Systems

Presidencia de la República de Guinea Ecuatorial — Equatorial Guinea's President established a Secretary of State for Artificial Intelligence Systems post under Decreto Núm. 86/2024, naming José Eko Owono Nve its inaugural holder within the Ministry of Transport, Telecommunications and Artificial Intelligence Systems, a government AI leadership role with formal responsibility for steering national artificial intelligence policy. Decreto Núm. 61/2026 of 23 June 2026 confirmed the office's continuation under successor Dr. Óscar Ondo Ngomo.
