Congo's National Assembly adopts AI ethics rules in a research law

National Assembly of Congo — The National Assembly of Congo passed a bill steering scientific research and technological innovation, a text carried by the Ministry of Scientific Research and Technological Innovation to modernise the sector and absorb what artificial intelligence now demands. This Congo AI regulation writes an ethical framework around such technologies and stands up a national committee accountable for responsible use, answering to norms in force and to social values. Caria is also foreseen to organise work in the field. Jean-Luc Marcel Mouthou, whose portfolio covers preschool, primary and secondary education plus literacy, presented these AI governance rules to deputies, calling them an important step.

Loi n° 14-2024 du 23 mai 2024 portant création du CARIA

Parlement de la République du Congo — The Republic of Congo's Parliament created the Centre Africain de Recherche en Intelligence Artificielle (CARIA) under Law 14-2024, a public body pursuing AI research policy via advanced study, training and innovation. Council of Ministers records frame its purpose as letting African scientists produce and circulate frontier findings in artificial intelligence, following a human-centred model widening gains while easing development hurdles.

Loi n° 29-2019 portant protection des données à caractère personnel

Parlement de la République du Congo — A 2019 statute in the Republic of Congo, Loi n° 29-2019 portant protection des données à caractère personnel, forbids AI in judicial decision-making from being the sole basis for assessing someone's character or conduct in court rulings. Article 13 blocks any legally binding decision from resting purely on automated profiling in court rulings or personality assessment. Oversight falls to a newly created body, the National Personal Data Protection Commission (CNPD), and the rules took hold once printed in the official journal on 7 November 2019.
