The Dakar-based think tank's report, "Algorithms at War: How Generative AI is Reshaping the Malian Conflict," cites JNIM jihadists circulating AI-generated posters, FLA separatists promoted via a synthetic TikTok persona, the invented fighter "Azzghim," and Russia's Africa Corps running AI disinformation operations at scale. Six West African nations including Mali adopt shared AI governance guidelines

Niyel / Governments of Mali, Burkina Faso, Senegal, Côte d'Ivoire, Guinea, Benin — Niyel, a West African advocacy group, has led six nations—Mali, Burkina Faso, Senegal, Côte d'Ivoire, Guinea and Benin—into a joint framework for Mali AI governance and regional artificial intelligence policy. It urges transparent systems, stronger data protection, homegrown innovation and digital sovereignty, meant to supplement rather than replace each country's own strategy, and went to the UN, the United Nations, as a written submission at its first Global AI Dialogue in Geneva.
