Angola's tax AI finds 15,000 zero-revenue filers had transactions

Administração Geral Tributária (AGT) — Angola's General Tax Administration uncovered through AI tax audits that 15,000 of the 40,000 firms declaring no 2025 revenue on Industrial Tax returns had logged transactions. The authority began testing machine learning in 2024 and now compares what businesses declare; chair José Leiria says those firms were informed and several amended filings.

Angola presents draft AI law for public consultation

Government of Angola (MINTTICS) — MINTTICS, Angola's Ministry of Telecommunications, Information Technologies and Social Communication, opened public feedback in 2025 on an 86-article draft Artificial Intelligence Law, marking the country's first move toward Angola AI regulation. Companies deploying AI systems would face binding duties around openness, fairness, safety and answerability, while individuals gain a legal right to reject decisions made entirely by machines. Wilful misuse carries penalties of up to 12 years' jail time for people and fines reaching 1.5 billion kwanzas for corporations under this proposed AI governance framework.

Angola puts AI into 14 central hospitals for imaging and surgery

Ministry of Health (MINSA) — AI in hospital care now runs at 14 central hospitals across Angola, covering diagnostic imaging, clinical analysis, surgery and personalised medical training, the Ministry of Health confirms. Leonardo Inocêncio, Secretary of State for the Hospital Area, links this to fewer clinical errors and sharper accuracy from AI-assisted diagnostic imaging. Some 38 thousand health workers are gaining digital skills to run the new equipment.
