Presidential decree authorising AI platform for public administration

Presidente da República / Instituto de Modernização Administrativa (IMA) — Presidential approval has cleared a $6 million outlay for an AI platform for public administration in Angola, formalised through Despacho Presidencial n.º 342/26 under President of the Republic João Lourenço. The order launches a competitive bidding process alongside a governance framework, formal policy and countrywide programme to prepare civil servants for embedding AI into government services. Once live, the system will handle virtual assistants and automate routine administrative workflows.

Angola presents draft AI law for public consultation

Government of Angola (MINTTICS) — MINTTICS, Angola's Ministry of Telecommunications, Information Technologies and Social Communication, opened public feedback in 2025 on an 86-article draft Artificial Intelligence Law, marking the country's first move toward Angola AI regulation. Companies deploying AI systems would face binding duties around openness, fairness, safety and answerability, while individuals gain a legal right to reject decisions made entirely by machines. Wilful misuse carries penalties of up to 12 years' jail time for people and fines reaching 1.5 billion kwanzas for corporations under this proposed AI governance framework.

Revised data protection law with artificial intelligence chapter

Agência de Protecção de Dados (APD) — A new artificial intelligence chapter sits inside Angola's revised data protection law, Lei n.º 22/11, following public consultation by the Agência de Protecção de Dados (APD) that ended in April 2025. Under this Angola AI regulation, Article 36 outlaws algorithmic social scoring, Article 37 lets anyone harmed by an AI system demand explanation, dispute the outcome and seek human review, and Article 38 makes producers, suppliers and operators liable, all part of the country's artificial intelligence data protection law reforms. Extraterritorial reach also widens, catching foreign processors handling data tied to people inside the country.

Angola deploys AI satellite platform for agriculture at Quéssua institute

Ministério das Telecomunicações, Tecnologias de Informação e Comunicação Social (MINTTICS) through Gabinete de Gestão do Programa Espacial Nacional (GGPEN) — MINTTICS has rolled out AI agriculture monitoring at the Instituto Técnico Agrário do Quéssua in Malanje, using satellite imagery to track crop conditions and climate shifts through the Observa Mais platform. Built by the GGPEN space office, the system now reaches a third province after Luanda and Bengo, with fifteen students and one teacher trained to pass on the know-how. Uíge, Zaire, Lunda Norte, Lunda Sul and Cabinda are earmarked next, widening Angola's push for satellite-based farm and weather tracking.

Angola puts AI into 14 central hospitals for imaging and surgery

Ministry of Health (MINSA) — AI in hospital care now runs at 14 central hospitals across Angola, covering diagnostic imaging, clinical analysis, surgery and personalised medical training, the Ministry of Health confirms. Leonardo Inocêncio, Secretary of State for the Hospital Area, links this to fewer clinical errors and sharper accuracy from AI-assisted diagnostic imaging.
