Bulgarian MPs back AI risk checks on disability assessments at first reading

Bulgarian MPs table a national AI law with fines and child protections
National Assembly of Bulgaria (52nd National Assembly) — Bozhidar Bozhanov, Alexander Simidchiev, Elisaveta Belobradova and fellow MPs put a Law on the Use and Development of Artificial Intelligence before Bulgaria's 52nd National Assembly, a national AI law enacting the EU AI Act. A Minister of Innovation and Digital Transformation plus a national coordinator would lead; public bodies could adopt chatbots and automated paperwork. This AI legislation fines people 500–1,000 leva and firms 10,000–50,000 leva, and bars training on children's data.

Bulgaria's revenue agency extends BgGPT-based AI across its offices

First AI readiness index scores Bulgarian administration at 49 out of 100
Institute of Public Administration — Government AI adoption in Bulgaria scored 49 out of 100 in the country's first AI Readiness Index, published by the Institute of Public Administration. The public sector AI readiness rating, drawn from polling 6,254 civil servants in April and May 2025, places the administration in a 'building capacity' phase. Cabinet designates seven bodies for fundamental rights under EU AI Act
Council of Ministers of Bulgaria — EU AI Act Bulgaria implementation now assigns fundamental rights protection to seven named authorities, following Decision No 398, adopted by the Council of Ministers. Oversight duties spread across the Ombudsman, the Central Election Commission, the Commission for Protection from Discrimination, the Commission for Personal Data Protection, the Commission for Consumer Protection, the State Agency for Child Protection, and the General Labour Inspectorate Executive Agency. Each watchdog now enforces AI Act compliance within its existing legal remit, marking a concrete step toward meeting these obligations nationally.

CPDP opinion banning facial recognition AI in retail stores
Commission for Personal Data Protection (CPDP) — Bulgaria's CPDP has barred shops from using facial recognition AI in retail stores to identify customers, ruling that no GDPR exemption, including theft prevention, permits processing biometric data this way. UBB's Kate AI assistant reaches 71% autonomy and 2.2m conversations
United Bulgarian Bank (UBB) — Autonomy at UBB's AI assistant in banking, Kate, climbed to 71% in 2025 from 54% when she launched. Customer engagement surged too: 762,573 people held nearly 2.2 million conversations with Kate from January to June 2025 alone, marking a 4.5-fold rise in users and 6.5-fold rise in exchanges versus her first year. Kate now performs work equal to 25 employees and moved 50,000 vignettes in 2025, while UBB Asset Management's AI-managed mutual fund attracted EUR 23.3 million from 597 investors.
DSK Bank launches Bulgaria's first fully AI-based assistant
DSK Bank — DSK Bank rolled out Bulgaria's first fully AI-based assistant, an AI banking assistant driven by OpenAI's generative AI and trained on contextual data about its own offerings. Each one is traced to the report it came from and dated, and where a figure is the organisation’s own the entry says so rather than presenting it as an independent result. Readiness, ecosystem and policy figures, where shown, are attributed on the card to the body that published them.
The record is maintained continuously by the Industrial Research Unit of the Straits Institute for Applied AI: entries are added as they are found and verified, not on a schedule, and nothing is published without an open source behind it. It currently holds 4731 entries across 249 countries.
