Albania's AI minister has bought nothing in its first year

Albania names four AI systems running in its public administration
e-Albania (National Agency for the Information Society) — Albania has named four systems now driving AI in public administration through its e-Albania platform: the Legal Overlap System, which flags clashing or duplicated wording across legal acts; a module speeding translation and alignment of Albanian law with EU law inside the European Integration and Membership Platform; eIAD, which mines tax data for anomalies and risk; and Diella, which points citizens toward services and paperwork. Officials stress human staff still make the final call, though no launch dates were given for any of these four AI systems.

Albania opens an AI police command centre covering 873 sites
Albanian Ministry of Interior (State Police) — Albania's Ministry of Interior has switched on AI policing in Albania spanning 873 sites: 12 Regional Police Directorates, 24 major cities, 28 border crossings and 20 Tirana schools all feed one Smart City command and control centre. Software there flags behaviour it judges dangerous or unlawful and raises an alert for officers to act on, and Interior Minister Besfort Lamallari insists the system amounts to more than cameras.

Albania enrols 140 senior civil servants in AI training programme
Albanian Government (Prime Minister Edi Rama) — 140 senior civil servants across Albania's ministries have joined an AI training programme civil servants will rely on for sharper judgement and quicker decisions, Prime Minister Edi Rama said at Public Administration Week's third edition. Albania puts its first AI law out for public consultation
National Agency for the Information Society (AKSHI) — Albania's National Agency for the Information Society has put a first draft of Albania AI regulation to public consultation, running 29 May to 26 June 2026. The proposed draft law on artificial intelligence runs to nine chapters, 106 articles and 13 annexes, closely following EU Regulation 2024/1689 by grading systems on risk, banning manipulative or social-scoring uses outright, and layering heavy technical and governance duties onto anything rated high-risk. AKSHI would coordinate enforcement, and the text bars any legally damaging decision resting solely on real-time biometric identification.

Draft law on artificial intelligence published for public consultation
National Agency for Information Society (AKSHI) — The government opened public consultation on its draft Law on Artificial Intelligence, which bases Albania AI regulation largely on the EU AI Act. Actor asks court to stop Albania's AI minister using her face
Administrative Court of Tirana — Diella, the AI minister Albania built from Anila Bisha's voice and image, is now the subject of a court fight the actor launched to halt the government's use of her likeness. Bisha maintains her signed deal covered only a digital helper on e-Albania, not a cabinet post, and that officials skipped her consent before the switch. Instruction on processing personal data through video surveillance
Data Protection Commissioner (Komisioneri për të Drejtën e Informimit dhe Mbrojtjen e të Dhënave Personale) — The Data Protection Commissioner's Instruction No. 3 on the Processing of Personal Data through Video Surveillance Systems binds state and commercial CCTV operators, placing facial recognition and video analytics under Albania AI regulation. Law on personal data protection with AI-relevant articles

Decision approving methodology and technical standards for AI use

12.4% of Albanian firms used AI in 2026, up from 9%
INSTAT (Institute of Statistics of Albania) — INSTAT puts AI adoption in business at 12.4% of Albanian enterprises with 10 or more employees during 2026, against 9% in 2025. Corporate AI use at firms above 250 staff climbed from 24.8% to 28.1%. The 2,384-enterprise sample is the first under the revised NVE Rev. 2.1 classification.

Only 1.8% of Albanian firms are using AI, minister says
Ministry of Economy and Innovation (Albania) — Economy and Innovation Minister Delina Ibrahimaj told Tirana's Second Innovation Forum that AI adoption covers just 1.8% of Albanian enterprises, or 9% counting firms able to use it as well as those already doing so. Productivity across Albanian businesses sits at roughly a third of the EU average, and small and medium firms — 99.8% of enterprises, about 80% of jobs and 75% of value added — lag furthest behind. Closing that gap, Ibrahimaj argued, is exactly what the technology could help do.
Albania's farmers get YLLI, an AI assistant answering in Albanian
Ministry of Agriculture and Rural Development (Albania) — Albania's Ministry of Agriculture and Rural Development unveiled YLLI, an AI assistant for farmers, at a Tirana conference on digital agriculture through 2030. Housed in the Farmer's Portal, this virtual farming assistant answers in Albanian with guidance, market and collection-point prices and phone-based help; farmer Manjola Hafizi tried it live on stage, asking about the National Support Scheme 2026. Minister Andis Salla pointed to growing reliance on technology and real-time data across the sector.
Albania clears ChatGPT for teachers and pupils in every school
Ministry of Education and Sport (Albania) — Albania's Ministry of Education has issued a guide permitting AI in schools across every pre-university level starting this academic year, naming ChatGPT, Gemini and Full Fact as approved tools. Staff can lean on them for drafting materials, setting and grading work, and language help across subjects from languages to maths, art and sport, while pupils are pointed toward research and creative projects rather than direct answers. Handing in AI output as one's own breaches the new academic-integrity rules on AI tools for classroom use, and a teacher must still check everything the software produces before it counts.
