Russia's first federal AI law takes effect on 1 September
State Duma — Russia's first federal AI law took effect on 1 September 2026, after the State Duma passed it on 8 July. It governs AI development, deployment and use, and separates 'sovereign' models, made entirely by a Russian company and developed, trained and stored in domestic data centres, from 'national' ones that may use foreign open-source components. Both gain status only once the government confirms they fit what the law calls traditional Russian spiritual and moral values.

Federal law on an AI experiment in Moscow
President of the Russian Federation — Moscow gained a dedicated legal sandbox for testing artificial intelligence under Federal Law No. 123-FZ, which President Putin put into force to build conditions favourable for developing and rolling out AI systems within the Russian capital. Anonymised personal data may now be processed specifically to advance these AI regulation Moscow goals, alongside rules spelling out the trial's aims, guiding principles and operating procedure. Russia's State Duma cleared the measure on 14 April 2020, and the Federation Council gave final sign-off three days later, on 17 April 2020, completing the artificial intelligence experimental legal regime's legislative path.

National strategy for the development of artificial intelligence until 2030
President of the Russian Federation — President Vladimir Putin's Decree No. 490 launched Russia's National Strategy for the Development of Artificial Intelligence — a Russia AI strategy stretching to 2030 that covers research capacity, computing infrastructure, data access, skilled talent and uptake throughout government and industry. Moscow city health service — Moscow has given all district doctors in its adult polyclinics an AI note-taker, a voice assistant that fills in consultation records for more than 3,000 clinicians. Rosneft — Rosneft's Tyumen Oil Research Centre built LitoText, an AI assistant for AI core sample analysis that scans geological reports for 16 physical parameters, among them rock type, colour, saturation, texture and grain size, plus fracturing. Powered by large language models, the lithological description tool cuts analysis time five to seven times over while lowering human error. It now handles fresh descriptions and audits older digital records across 52 km of stored core.
Russia will put AI modules in every university programme from 2027
Ministry of Science and Higher Education of the Russian Federation — Valery Falkov's ministry will put AI modules in higher education into every Russian degree from 2027, as agreed with the Alliance in the Field of Artificial Intelligence. Some 1,433 programmes already offer such AI teaching.
Russia will make an AI course compulsory for pupils in grades 5 to 11
Ministry of Education of the Russian Federation — Education minister Sergei Kravtsov told the Innopolis Digital Days forum that Russia will pilot AI education in schools through a combined artificial intelligence and information security course from this year's second quarter. Mandatory AI classes follow for grades 5 to 11 from 2027/2028.

Globally the picture runs ahead: the Association of Corporate Counsel puts worldwide AI adoption in the legal function at 52% for 2025. Spending lags the enthusiasm — merely 24% of departments have paid for AI tools at all, and three-quarters of those, 76%, kept outlay below 5 million rubles.

Russian Railways launches AI-powered shunting routing system at Chelyabinsk station
Russian Railways — Chelyabinsk-Glavny station now runs an AI shunting routing system, the first of its kind deployed by Russian Railways, as part of its automated rail traffic management push. An onboard module works out the best path for every train or shunting locomotive, weighing current and planned network load while tracking rolling stock live to stop routes clashing. Once set, the digital order passes straight to the operations management system controlling signals, leaving staff to supervise rather than intervene directly. Track and locomotive use tighten up, planning gets quicker, and pulling manual judgement out of routine moves cuts safety risk.

Gazpromtrans — A 20% jump in arrival-prediction accuracy on certain routes is the headline result of a new AI in railway logistics model, built by Gazpromtrans with SigmaDevs to forecast railcar availability at stations. Station readiness for suitable rolling stock is now calculated automatically instead of by hand, freeing operators to schedule activity more precisely and pick cheaper railcar deployment options. The goal behind this AI-based rail freight forecasting: keeping production running without gaps.
Severstal launches Da Vinci generative AI platform for all employees

This generative AI platform for employees goes company-wide in 2026 with multimodal and autonomous agent features.
Cherkizovo Group pilots Polina AI recruitment assistant
Cherkizovo Group — Polina AI, an AI recruitment assistant built by ITFB Group, launched at Cherkizovo Group in 2025, with six staff scanning CVs through an hh.ru browser add-on from day one. An LLM ranks files and flags leading candidates, trimming 10-15% off hours once spent on cold sourcing and paperwork. This AI hiring tool could soon spread across the whole business.
Magnit deploys its own AI forecasting and replenishment system
Magnit — Magnit's AI forecasting and replenishment system has launched at a distribution hub in Kirov, marking Russia's first fully domestic tool of this scale in offline retail. Built on open-source components such as Apache Spark and Kafka, it already covers over 600 shops nearby, using machine-learning demand prediction in retail to set stock orders by product line. The goal: cut inventory days by 10% and add tens of billions of roubles in value within a few years.

86% of large Russian companies use or pilot LLMs, study finds
Infosystems Jet and Smart Ranking — 86% of large Russian companies now use or pilot large language models, close to McKinsey's global rate of 88%, per research unveiled at the State of AI Russia 2026 event by Infosystems Jet and Smart Ranking. This LLM adoption in Russian companies drops off sharply at higher autonomy: semi-autonomous agents run at only 15% of firms, and fully autonomous systems at just 8%. Respondents named GPU expense (58%) and legal exposure (56%) as the leading obstacles to wider enterprise AI adoption.
