Portugal will pilot AI in urban licensing, with Coimbra among the first

Portugal will train 100,000 workers in AI, starting with a Leiria pilot
Government of Portugal (Ministry of the Economy) — Castro Almeida, Portugal's Economy Minister, will launch AI training for workers via an October trial near Leiria, eventually meant to reach roughly 100,000 employees nationwide. Some 100 staff from assorted local firms make up the opening cohort, a template for expansion. Portimão says AI will check building-permit documents on submission
Câmara Municipal de Portimão — Portugal's Portimão city council says it will adopt a digital planning platform, and its online service will use AI to check documents the moment residents submit them, as all building licensing moves online. AMA launches GuIA Responsável for ethical AI in public administration
Agência para a Modernização Administrativa (AMA) — Five evaluation pillars anchor GuIA Responsável (Responsible AI Guide), the framework Portugal's Agency for Administrative Modernisation (AMA) built for AI in public administration: accountability, transparency, explainability, fairness and ethics. Over 1,500 employees trained while 60 use cases launched, trimming repetitive task duration by 75 per cent. Portugal opens consultation on non-binding AI guidelines for schools

11.5% of Portuguese companies used AI in 2025, Eurostat finds
Eurostat / Statistics Portugal — Eurostat found AI in business use climbing to 11.5% of Portuguese firms with 10 or more staff in 2025, a 2.9-point rise since 2024. Written language analysis topped the applications list at 59.4%, ahead of image and audio generation at 50.9% and text or code generation at 45.6%. Portugal's magistracy council approves AI guidelines for judges
Conselho Superior da Magistratura (CSM) — Human rulings cannot be handed off to machines, Portugal's Conselho Superior da Magistratura (CSM) has decided, restricting AI in judicial activity to a supporting role only. Under the new guidelines, evaluating proof and interpreting statutes remain tasks for the judge alone, with the judicial governance body also setting up monitoring mechanisms covering how courts deploy AI tools for judges.
Porta da Frente Christie's AI agent generates $100m in sales leads
Porta da Frente Christie's — Porta da Frente Christie's, a Portuguese real estate brokerage, deployed eSelf AI's conversational agent to field property enquiries and run virtual tours at all hours, across a portfolio of 5,000 properties. This use of AI in real estate produced $100 million in sales from leads generated by the AI-driven property inquiry system, the firm reports, a figure that is the company's own and has not been independently audited.

Each one is traced to the report it came from and dated, and where a figure is the organisation’s own the entry says so rather than presenting it as an independent result. Readiness, ecosystem and policy figures, where shown, are attributed on the card to the body that published them.
The record is maintained continuously by the Industrial Research Unit of the Straits Institute for Applied AI: entries are added as they are found and verified, not on a schedule, and nothing is published without an open source behind it. It currently holds 4731 entries across 249 countries.
