Luxembourg launches AI chatbot on Guichet.lu citizen portal

Luxembourg Ministry of Digitalisation — Luxembourg's Ministry of Digitalisation put an AI chatbot government services tool live on Guichet.lu, the country's citizen portal, on 6 July 2026, under the AI4Lux campaign led by Minister Stéphanie Obertin. Residents can now type queries in whichever language they speak and get routed automatically among 2,000 bureaucratic procedures, rather than hunting for the right form by name. The assistant, an early example of conversational AI for public administration, runs entirely on government-owned servers.

Elements of AI programme trained 7,600 Luxembourgers

Digital Learning Hub and Luxembourg Ministry of State — Luxembourg's Elements of AI literacy training has reached over 7,600 residents since 2021, Minister Elisabeth Margue said, closing its 5th edition. Luxembourg to give all civil servants a sovereign AI chatbot

Government of Luxembourg — Luxembourg's government, launching the AI4LUX campaign, said every civil servant would get a sovereign AI chatbot within weeks, hosted on site under its Mistral AI partnership so data stays in the country. Staff are to process sensitive information securely with it and create personal agents for routine work. A legal chatbot for the Legilux platform is in development, and one for the most-visited state websites is being prepared.

Luxembourg drafts law to implement EU AI Act and designate regulators

Government of Luxembourg — Luxembourg's Bill No. 8476 sets out national authorities for EU AI Act implementation. The CNPD becomes the default market surveillance body, notified body for high-risk systems in law enforcement and immigration, and sandbox operator; ALIA takes on generative AI transparency oversight, forming the basis of AI Act compliance in Luxembourg. Submitted December 2024, the draft spent 2025 before the Media and Communications committee, drawing input from 12 bodies including the CNPD and Council of State.

Projet de loi portant mise en oeuvre du règlement sur l'intelligence artificielle

Government of Luxembourg (tabled by Minister Elisabeth Margue in the Chamber of Deputies) — Draft Law No. 8476 enacts the EU AI Act (Regulation 2024/1689) at national level, part of AI regulation in Luxembourg, naming the CNPD lead market watchdog and sandbox operator. The CSSF and Commissariat aux Assurances cover financial and insurance oversight, with penalties and redress under EU AI Act implementation also fixed. As of July 2026 the bill still awaited committee approval, after opinions from the Council of State and other bodies.
