Brazil's electoral court sets the legal definition of a political deepfake
Tribunal Superior Eleitoral — Brazil's superior electoral court voted 5-2 to define a political-ad deepfake as synthetic content made or altered by AI or similar technology, that convincingly creates, copies or changes a living, dead or fictional person's image, voice or speech. These political deepfake rules govern campaign material before the 4 October elections, including the roughly 1,000 political advertisements broadcasters must carry daily. The same ruling spared Senator Flávio Bolsonaro penalties over AI-generated images of his imprisoned father, because the party convention that showed them counted as a private event, outside public advertising.

Prefeitura de Florianópolis — Florianópolis city council has launched 'Tia', a WhatsApp generative-AI assistant for over 600 municipal services, from tax and health guidance to business licensing and company registration. Softplan built the round-the-clock, multilingual AI government chatbot, which reads text and images and passes users to staff; the council calls it the first generative-AI public-service assistant in a Brazilian state capital.

Brazil's courts adopt LIA3R, a generative AI built by judges
Conselho Nacional de Justiça / Tribunal Regional Federal da 3ª Região — Brazil's National Council of Justice has added LIA3R, generative AI for courts built by judges and staff of the Federal Regional Court of the 3rd Region, to its Conecta programme, opening it to every court nationwide. The judge-built AI condenses long filings, handles specialised legal research and writes decisions, dispatches and case summaries, with about 1.55 million documents summarised across 106,000 cases and roughly 100,000 interactions a month, the court says. It launched at the sixth FestLabs in Cuiabá.

Conselho Administrativo de Recursos Fiscais (Carf) — Brazil's federal tax appeals council, Carf, published ordinances in the Official Gazette on 30 March creating Iara, an AI case-law search tool covering its rulings since 2012 to help councillors draft votes, plus generative AI rules. Brazil's tax authority adopts AI policy banning social scoring
Receita Federal do Brasil — Brazil's Federal Revenue Service presented its AI policy for tax administration and customs, with ethical, legal and technical rules, at a UN meeting on 27 March. Final decisions and legal acts stay with civil servants, misuse is a disciplinary matter, mass surveillance, social scoring of citizens and subliminal manipulation are banned, and a curator monitors generative-AI errors and bias.

Brazil opens a national command centre for its AI-equipped ICUs
Brazilian Ministry of Health — Brazil's Ministry of Health has unveiled, at the Hospital das Clínicas of the University of São Paulo's medical school, a command centre for the SUS's intelligent ICUs, offering live AI ICU monitoring of vital signs in six hospitals in Manaus, Recife, Brasília, Belo Horizonte, Rio de Janeiro and Porto Alegre. The network has 60 active smart beds under round-the-clock watch, and the ministry aims for 280 in 14 institutions. Health minister Alexandre Padilha described it as genuine artificial intelligence working inside the public system.

Conselho Nacional de Educação — Brazil's National Education Council (CNE) has approved national AI guidelines for schools and universities that ban AI essay marking: no AI may correct, evaluate or suggest grades for essays or written exams at any level. Children in early-years education and primary school's first five years must not use AI tools without supervision, an AI detector's result cannot alone justify punishment, and automated grading cannot solely decide grades or progression. Bans apply on publication in the official gazette; institutions get 12 months for the rest.

B3 — B3, Brazil's stock exchange, made Anysphere's Cursor its official AI coding assistant for engineering, widening it to about 600 employees after active developers grew from 34 to 154 between May and July. Luiza Sangalli, B3's superintendent of artificial intelligence, says application delivery time fell by about 35%, and the exchange now accepts roughly 1.5 million lines of AI-assisted code a month. Human review, testing and security checks still apply, and no independent measurement of the 35% figure has been published.
