Türkiye orders public bodies to spend 2% of investment budgets on AI
Presidency of the Republic of Türkiye — The Artificial Intelligence Action Plan for 2026-2030 took effect through a presidential circular signed by Recep Tayyip Erdoğan and published in the Official Gazette. Now binding Türkiye AI policy, it requires public institutions to spend at least 2 per cent of investment budgets on AI projects and promises AI literacy training for five million citizens across 81 provinces within two years. A national programme will train 10,000 specialists and 100,000 application professionals under the AI plan.

Türkiye artificial intelligence action plan 2026-2030
Presidency of Türkiye (Cumhurbaşkanlığı) / Ministry of Industry and Technology — Türkiye AI policy for 2026-2030 launches under the Türkiye Artificial Intelligence Action Plan, adopted via Presidential Circular No. 2026/9 in Official Gazette No. 33344. Turkey establishes Public AI Directorate General
Presidency of Turkey — A Public Artificial Intelligence Directorate General now operates inside Türkiye's Presidency Cybersecurity Directorate, overseeing government AI applications. Mehmet Fatih Kacır said it will draft public-sector AI systems rules, data governance benchmarks for e-government, and coordinate AI deployment across ministries. Turkey's first AI bill submitted to parliament
Grand National Assembly of Turkey (TBMM) — Turkey's Grand National Assembly received the country's first comprehensive AI regulation Turkey has proposed, on 23 July 2025: the Bill of Law on Amendments to the Turkish Penal Code and Certain Laws. This AI governance legislation gives artificial intelligence a formal legal definition, splits criminal liability between developers and users, and forces deepfake material to be labelled within six hours. The Information and Communication Technologies Authority gains power to fine offenders up to 10 million lira; the bill remains under committee review.
Recommendations on personal data protection in artificial intelligence
Kişisel Verileri Koruma Kurumu (KVKK — Personal Data Protection Authority) — Türkiye's KVKK (Personal Data Protection Authority) has issued AI data protection guidance for anyone building, supplying or deciding with such systems. Publication No. 76, 'Yapay Zekâ Alanında Kişisel Verilerin Korunmasına Dair Tavsiyeler' (Recommendations on Protection of Personal Data in the Field of Artificial Intelligence), calls for lawfulness, transparency, minimal data use and bias safeguards from the outset, plus human oversight and accountability — the essence of personal data protection in artificial intelligence. High-risk projects need a Privacy Impact Assessment, and anyone hit by an automated decision keeps the right to challenge it.

Unguarded GPT-4 left maths students scoring 17% worse on exams
Turkish high-school maths students given unguarded GPT-4 scored about 17% worse on later AI-free exams than peers without AI, in a randomised controlled trial of AI in maths education with about 1,000 students (Bastani et al., PNAS, 2025). A guardrailed 'tutor' version that withheld answers erased the damage, making this the strongest causal proof so far that unscaffolded AI use can degrade learning.
