Türkiye orders public bodies to spend 2% of investment budgets on AI
Presidency of the Republic of Türkiye — The Artificial Intelligence Action Plan for 2026-2030 took effect through a presidential circular signed by Recep Tayyip Erdoğan and published in the Official Gazette. Now binding Türkiye AI policy, it requires public institutions to spend at least 2 per cent of investment budgets on AI projects and promises AI literacy training for five million citizens across 81 provinces within two years. A national programme will train 10,000 specialists and 100,000 application professionals under the AI plan.

Turkish judges and prosecutors get an AI case-linking tool
Ministry of Justice of Türkiye — Türkiye's Ministry of Justice has given judges and prosecutors the CBS Organisation Prediction Project, an AI case analysis tool that reads case-file data to predict which organisation a file may link to. The ministry's Directorate General of Information Technologies calls it a digital assistant meant to shorten trials and support decision-making.

Turkey's Tax Inspection Board says it will launch AI risk platform
Tax Inspection Board (VDK), Ministry of Treasury and Finance (Türkiye) — Türkiye's Ministry of Treasury and Finance says its Tax Inspection Board will launch the AI-supported Bilinç Platform this year, letting taxpayers see and fix board-identified tax risks before any audit or penalty. Phase one gives AI tax risk scoring, combining over 150 rule-based tax analyses with machine-learning scenarios, and inspectors may be assigned to taxpayers seeking help.

Turkey's finance ministry uses AI to flag fake invoices daily
Ministry of Treasury and Finance (Türkiye) — Türkiye's Ministry of Treasury and Finance has deployed KAŞİF, AI fake invoice detection that screens about 4 million taxpayers daily. Built by the Revenue Administration's GİB Teknoloji and the TÜBİTAK Artificial Intelligence Institute, the machine-learning system picks out high-risk taxpayers likely to issue fake documents for Tax Inspection Board audits.

Turkey's AI learning platform drew 5.7 million users in a year
Ministry of National Education of Türkiye — Türkiye's Ministry of National Education says 5,676,000 users signed into MEBİ, its AI learning platform for self-study, in the 2025-2026 academic year, finishing over seven million practice and assessment tests. Cumulatively, 4,092,992 students, 731,822 teachers and 852,069 parents have used it; AI-driven prompts show pupils what to work on, and teachers get tools to track academic progress.
The education ministry's MEBİ platform logged 5,676,000 users in the 2025-26 academic year, against a study showing unguarded GPT-4 left maths students scoring 17% worse.

Turkey's education ministry launches AI language platform with teacher module
Ministry of National Education (Türkiye) — Türkiye's Ministry of National Education launched DİLİM, an AI foreign-language learning platform, on 16 June and later reported 220,417 users. The platform analyses speech and writing live with personalised feedback, while a teacher module shows pupils' progress alongside class and individual performance reports.
Turkish teachers must file ethics declarations for classroom AI use
Ministry of National Education (Türkiye) — Türkiye's Ministry of National Education has launched YAZEK, an online system requiring teachers and ministry units to file an AI ethics declaration for school AI work. The companion Ethics Guide for AI Applications in Education sets when declarations apply, defines violations and reporting routes, and creates provincial and district ethics boards plus school AI-ethics teams.
Unguarded GPT-4 left maths students scoring 17% worse on exams
Turkish high-school maths students given unguarded GPT-4 scored about 17% worse on later AI-free exams than peers without AI, in a randomised controlled trial of AI in maths education with about 1,000 students (Bastani et al., PNAS, 2025). A guardrailed 'tutor' version that withheld answers erased the damage, making this the strongest causal proof so far that unscaffolded AI use can degrade learning.
More than 2 million breast-screening results have been examined with AI support since 2024.

Turkey says 2 million mammography screenings examined with AI support
Ministry of Health (Türkiye) — Türkiye's Ministry of Health has run over 2 million results through AI breast screening since 2024 via its AI-supported Mammography Screening Reporting System. Images from KETEM cancer early-diagnosis centres and Healthy Living Centres flow into one central system, where AI triage pushes suspicious findings up radiologists' lists and those patients get priority appointments.

Istanbul's water utility says AI assistant will cut call-centre load
İSKİ (Istanbul Water and Sewerage Administration) — Istanbul's water and sewerage administration, İSKİ, launched the in-house İSKİ AI platform on 20 July for AI consumption forecasting, fault prediction and handling citizen requests. Deputy mayor Nuri Aslan says the Alo 185 smart assistant will cut call-centre workload by about 40% and forecasts will reach 97% accuracy.
